Correspondents of the State Television and Radio Broadcasting Company “Tomsk” and RIA “Tomsk” visited the correctional center No. 1 of the Federal Penitentiary Service of Russia for the Tomsk Region. The press tour was organized with the aim of acquainting the public with the execution of a relatively new type of punishment and with the conditions of detention of those sentenced to forced labor.

The main task of the correctional centers, opened in all Russian regions, is: correction and re-socialization of convicts by bringing them to work. They work at production facilities, provide for themselves and compensate for the harm caused by the crime to the state and the victim.

In the Tomsk region, in the village of Dzerzhinskoye, a new institution was organized on February 1, 2021 on the basis of an isolated area that functions as a correctional center. Due to the change in status, the filling limit has increased to 100 places, the staff and employees – up to 15 units. Currently, 99 people are serving their sentences in the correctional center, of which 79 are residents of Tomsk and the region. Before its creation, Tomsk residents sentenced to forced labor were sent to serve their sentences in neighboring regions, and many lost contact with their families, since not all relatives could visit them in remote areas for several years. Maintaining social ties is an important task of the correctional center. The head of IC # 1, Roman Maslov, allowed 29 convicts without penalties for violation of discipline to live with their families in Tomsk. This is a good incentive for law-abiding behavior and parole.

The journalists appreciated the comfortable living conditions: a cozy kitchen equipped with modern household appliances and a spacious dining room with an artificial fireplace, clean showers and a gym with exercise equipment, dumbbells and other sports equipment. One of the men in the center told the media about the organization of leisure activities – watching news programs and feature films, table tennis tournaments, football matches with villagers and conducting traditional volunteer actions – subbotniks in the village of Dzerzhinskoye on the eve of Knowledge Day and Victory Day, helping children garden and school in cleaning the surrounding areas.

Correction by labor is the main goal of all departmental correctional centers. Currently, 91 people are employed in Tomsk, 100% of those who can work. Representatives of the department and the head of IC # 1 showed the workplaces of some of the convicts. Six months ago, the management of Polimerekspress hired a convict, and then, assessing his discipline, responsibility and motivation to work, provided jobs for three more convicts. According to Stanislav Kokhan, the head of production of the polyethylene production department, the team, after a preliminary conversation, adequately perceived the new colleagues. Cooperation with the IC, he is sure, will help stop staff turnover and give convicts a chance after training to improve their qualifications and climb the career ladder. After release, conscientious workers will be able to continue working in an actively developing enterprise.
