The event was organized by the Government jointly with the State Council Commission in the direction of “Construction, Housing and Utilities, Urban Environment” in order to develop solutions to achieve the national goals set by the President.

The meeting was attended by First Deputy Chief of Staff of the Presidential Executive Office Sergei Kiriyenko, Deputy Prime Minister Marat Khusnullin, Presidential Aide, Secretary of the State Council Igor Levitin, heads of legislative and executive bodies of federal and regional significance.
Opening the meeting, Igor Levitin positively noted the initiative of the Government, represented by Deputy Prime Minister Marat Khusnullin, to hold the meeting in this format. He thanked all specialized structures that are engaged in solving problems of housing construction and regional infrastructure development, which brings them closer to achieving the targets set by the President: improving living conditions for 5 million families annually, increasing the volume of housing construction to 120 million square meters. m by 2030 and improving the quality of the urban environment.
First Deputy Chief of Staff of the Presidential Executive Office Sergei Kiriyenko addressed the participants with a welcoming speech. He especially noted that the President and the Government see the great potential of the Russian construction industry. Therefore, the country’s leadership provided unprecedented financial and regulatory support measures for its further implementation.
Sergey Kiriyenko emphasized the importance of the role of the regional leadership in achieving the set goals and expressed a wish to the seminar participants to fruitfully discuss possible ways of further development of the industry. “The task is joint discussion. A successful program will be implemented only if there is synchronized assistance: an action plan, a sequence of steps, and key decisions of the Government of the Russian Federation and the regions, ”he said.
The state program for achieving national goals in the field of housing and territorial development aims to determine the main priorities for such development for each resident. It is designed to improve the living conditions of almost every family, to make a comfortable living environment, and to renew the appearance of municipalities.
Marat Khusnullin made an introductory report to the participants of the seminar-meeting. He outlined the main tasks facing the Government and governors: creating comfortable cities and a trouble-free and convenient transport network, improving living standards and increasing safety.
As priorities in the spatial development of the country, the Deputy Prime Minister singled out increasing the affordability of housing, including through preferential mortgages, the development of individual construction, the integrated development of territories, the introduction of a new resettlement program for emergency housing, and the creation of new points of attraction. Speaking about the development of housing construction, the Deputy Prime Minister focused on the need for development of transport infrastructure, including its backbone network to connect the entire territory and space.
Marat Khusnullin devoted a special part of the report to new, improved approaches to the administrative burden on developers and the reduction of mandatory requirements in construction, as well as to the issue of improving the quality of financial management of state customers and using the experience of leading actors here.
“Today we are doing a lot to reduce administrative barriers in construction. We hold meetings of the Presidium of the Government Commission on Regional Development every week, at which we discuss the main points, however, we decided that holding such a seminar in an expanded form would allow regional leaders to better understand how to achieve the ambitious tasks that we face ”, – emphasized the Deputy Prime Minister.
Concluding his report, Marat Khusnullin outlined the goal of today’s event – to find the best ways to solve the problem set by the President: “To build every fifth meter of new real estate is a very difficult task, but it is absolutely realizable. It all depends on how we organize ourselves correctly, how well we build the system and how much you personally and your teams will do this. The key success in achieving the goal is how the local leaders of the regions with their teams will solve this problem, ”said the Deputy Prime Minister.
The business agenda of the seminar-meeting will continue to work in groups in the areas indicated in the introductory part. The event will end with a final joint meeting.
