Mikhail Orlov, an employee of the department for ensuring the activities of the Children’s Rights Commissioner under the President of the Russian Federation, Mikhail Orlov, paid a working visit to the Smolensk pre-trial detention center, where he assessed the conditions of detention of juvenile suspects, accused and convicts, as well as women with small children in the institution.

Accompanied by the Acting Head of SIZO-1, Lieutenant Colonel of the Internal Service Sergei Ivanov, a representative of the Office of the Commissioner for Human Rights in the Smolensk Region, Konstantin Tyurin, and an assistant to the head of the Federal Penitentiary Service of Russia for the Smolensk Region for the observance of human rights in the penitentiary system, Lieutenant Colonel of the Internal Service Arseny Avanesov, Mikhail Orlov visited the cells, where minors under investigation, as well as women with newborn children are kept, examined the places reserved for walks of this category of persons, a classroom for minors receiving general education in a pre-trial detention center.

Special attention was paid to the work of the medical unit of SIZO-1. Mikhail Mikhailovich inquired about the provision of medical and social assistance to underage suspects, accused and convicted persons and women with newborn children.

As a result of the visit, Mikhail Orlov positively assessed the conditions created in the institution for the detention of minors, and also noted the necessary work carried out in the framework of respecting the rights and legitimate interests of persons detained in the Smolensk pre-trial detention center.
