A meeting of the Government Commission for the All-Russian Population Census took place. The event was attended by heads of regions, representatives of federal executive authorities.

The BI system for visual display of statistical data has already been launched and is available to everyone on the Rosstat website.

“For the remaining three months before the main stage of the census, it is necessary to complete the recruitment of temporary census personnel: about 360 thousand enumerators and field-level controllers (it is planned to recruit about 82 thousand students). In October, they will have to go around all the living quarters of the country and rewrite the population at stationary sites. Before completing the tasks, all census workers will receive equipment and equipment and undergo training, including online training, ”said Pavel Malkov.

Within the framework of the meeting, special attention was paid to the issues of attracting students and volunteers to the census. Andrey Belousov recommended intensifying the interaction of Rosstat with Rosmolodezh and the Ministry of Science and Higher Education.

Pavel Malkov spoke about plans to attract digital volunteers – helpers of the population in matters of passing an independent Internet census. Such groups of volunteers began to form under the auspices of Rosmolodezh in 2020. Their initial task was to help older people work on the portal of state services and other Internet services during the period of self-isolation. Now, according to the agreement between Rosstat and Rosmolodezh, volunteer corps will also take part in the digital census. Recruitment will begin in August. It is roughly planned to attract 25 thousand volunteers aged 18 to 50 years. They will inform citizens at the census districts in the MFC, in field groups at enterprises and organizations.

A number of regions, including the head of the Republic of Sakha (Yakutia), representatives of the Republic of Crimea and the Tyumen region, drew attention to the difficulties that enumerators face in hard-to-reach and remote areas of various regions. Andrey Belousov decided to hold monthly meetings with the heads of all regions, heads of federal ministries and departments, during which the readiness of each subject for the census will be analyzed. Deputy Minister of Digital Development, Communications and Mass Media Oleg Kachanov said that by the end of July, the portal of public services will be technologically ready for users to fill out the questionnaire online.

“We are conducting test trials in July and in August we will begin to inform everyone who has an account on our portal about the possibility of passing the census online. Since then, we have simplified the procedure by reducing the time for filling out the questionnaire from 45 to 20 minutes, ”he said.

During the meeting, Andrey Belousov also congratulated Rosstat employees on the 210th anniversary of Russian statistics. “This year the 12th All-Russian Population Census will be held. Each time it became an important milestone both for the statisticians themselves and for the country as a whole.
