Deputy Prime Minister Dmitry Chernyshenko chaired a meeting of the Presidium of the Government Commission on Digital Development, the Use of Information Technologies to Improve the Quality of Life and Conditions for Doing Business.
The meeting discussed strategies for digital transformation of the sectors of the Russian economy and the social sphere. They affect 13 areas: health care, education, public administration, construction, urban economy and housing and communal services, transport, energy, science, agriculture, financial services, industry, ecology and social sphere.
Oleg Pak, State Secretary – Deputy Minister of Digital Development, Communications and Mass Media, presented the strategy at the Presidium of the Legal Commission. The meeting was also attended by the head of the Ministry of Finance Maksut Shadayev, the deputy head of the Ministry of Finance Oleg Kachanov and other employees of the department.
As part of the preparation of strategies, government representatives held over 40 strategic sessions with the business community. The discussion of the documents was attended by representatives of such companies as Sberbank, Yandex, KamAZ, Gazprom Neft, R-Pharm, Skyeng, Mail.ru Group, 1C, VTB, Sibur, DOM.RF, Rosatom. The participants formed 140 project initiatives, of which 55 of the most promising solutions were included in the final versions of the documents.
The materials developed take into account the specifics of the industries, the level of digital solutions used, as well as the prospects for the introduction of innovative developments to improve the quality of life of Russians and protect the economy.
Each strategy involves the use of artificial intelligence technologies and the scaling of domestic solutions.
“In July 2020, the President approved digital transformation as a national goal. This decision became the starting point in the formation of local programs at all levels of government. At the end of last year, the federal authorities developed their own digital transformation programs and appointed leaders responsible for the implementation of the adopted documents. Later, the constituent entities of the Russian Federation, state corporations and companies with state participation began to form similar programs. At the same time, digitalization covered all areas of Russian business, which was rapidly changing under the influence of the pandemic. The events of this year, as well as the decisive actions of the state and business, helped us to form the programs on which the well-being of the entire country will depend. We have approved the digital transformation strategies and will begin the systematic implementation of the adopted documents, ”Dmitry Chernyshenko commented on the results of the meeting.
The strategies were developed in accordance with the instruction of Vladimir Putin, which was published on the website of the President of Russia on December 31, 2020. According to the instruction, the goal of digital transformation strategies is to scale up competitive domestic solutions in various sectors of the Russian economy, social sphere and public administration.
Representatives of 12 relevant ministries took part in the preparation of the strategies: the Ministry of Finance, the Ministry of Health, the Ministry of Labor, the Ministry of Transport, the Ministry of Construction, the Ministry of Agriculture, the Ministry of Education, the Ministry of Industry and Trade, the Ministry of Education and Science, the Ministry of Finance, the Ministry of Energy and the Ministry of Natural Resources.
