It is planned to consider the following issues at the meeting:

1. On the draft federal law “On Amendments to Article 208 of the Civil Procedure Code of the Russian Federation”

The bill is aimed at establishing a mechanism for indexing the sums recovered by the court and the criteria according to which indexing should be carried out. The bill introduces the appropriate changes, which establish the rule that, unless otherwise provided by federal law or agreement, official statistical information on the consumer price index (tariffs) for goods and services in the Russian Federation, posted on the official website of the federal executive body, is used for indexing. authorities (currently – Rosstat). The indexation of the sums of money awarded by the court acts as a mechanism that makes it possible to fully compensate the losses of the claimant from prolonged non-execution of the court decision, therefore, the draft law proposes indexing from the date of the court decision (or, if the court decision provides for the payment of the awarded sum in the coming period, from when such payment should have been made) on the day of its execution.

2. On amendments to some acts of the Government of the Russian Federation (in terms of amendments to the Regulations of the Government of the Russian Federation)

The adoption of the act will make it possible to introduce a mechanism for assessing drafts of normative legal acts that are being developed by federal executive bodies submitted to the Government, as well as departmental normative legal acts establishing or changing the requirements for the exercise of the powers of state authorities of the constituent entities of the Russian Federation and local governments, in order to identify provisions that contribute to the emergence of additional costs (decrease in income) of regional and (or) local budgets.

3. On amendments to the Regulation on the Ministry of Labor and Social Protection of the Russian Federation

Taking into account the amendments provided for by the Federal Law of May 26, 2021 No. 153-FZ “On Amendments to Certain Legislative Acts of the Russian Federation”, the draft decree is proposed to be assigned to the Ministry of Labor of Russia, as an authorized federal executive body that carries out the functions of developing and implementing state policy and legal regulation in the field of pensions, the authority to approve the procedure and form for providing information on the estimated amount of insurance old-age pension; the procedure and form of providing information to the insured person about the amounts of his pension savings accounted for in the special part of the individual personal account, and the rights to payments at the expense of pension savings; rules for the implementation of federal social supplements to pensions.

4. On the allocation of budgetary appropriations to the Ministry of Labor of Russia in 2021 from the reserve fund of the Government of the Russian Federation for the provision of other interbudgetary transfers from the federal budget to the budgets of the constituent entities of the Russian Federation in order to co-finance the expenditure obligations of the constituent entities of the Russian Federation to provide financial support for the payment of vacations and compensation for unused vacations to employees stationary social service organizations, stationary departments created not in stationary social service organizations, which, in accordance with the decisions of the Government of the Russian Federation in 2020, were provided with incentive payments for special working conditions and additional workload

7. On the draft federal law “On Amendments to Article 40 of the Water Code of the Russian Federation”

The draft law proposes to invalidate the provision of Article 40 of the Water Code, which enshrines the Government’s authority to establish the procedure for exercising state control over economic concentration in the use of water bodies, and to introduce a legal norm according to which state control over economic concentration in the use of water bodies is carried out in accordance with Federal Law No. 135-FZ of July 26, 2006 “On Protection of Competition”, which provides general rules for exercising state control over economic concentration for all types of activities, including the use of water bodies.
