Businesses will receive a deferral for paying rent payments for the third quarter of 2021.

In the capital, a number of additional restrictions have been introduced on the operation of catering establishments. Visiting cafes and restaurants is allowed only to those who have been vaccinated against COVID-19, have had a coronavirus, or have a negative PCR test. This must be confirmed with a dedicated QR code.

The introduction of restrictions will allow maintaining the work of public catering enterprises even in the current unfavorable epidemiological situation. At the same time, a decrease in the attendance of cafes and restaurants is inevitable.

To mitigate the consequences of the restrictions imposed, the Moscow Government approved a package of additional measures to support public catering enterprises. The resolution on this issue was signed by Sergei Sobyanin.

So, catering establishments will receive a deferral for the payment of rental payments for the third quarter of 2021. This applies to premises rented from the city. The payment deadline is postponed until the end of the year.

Catering enterprises are also included in the program for providing subsidies to small and medium-sized businesses. The maximum subsidy amount is one million rubles. This amount can be spent on the purchase or lease of equipment, payment of utility bills, interest on loans for business development, reimbursement of costs for measures to prevent a new coronavirus infection (no more than 15 thousand rubles), purchase of personal protective equipment for employees (no more than 6.5 thousand rubles per person).

The recipients of the subsidy are obliged to comply with the requirement of the chief state sanitary doctor in Moscow regarding the mandatory vaccination of personnel. In addition, the restrictions established by the decree of the Moscow Mayor must be observed.

Some catering establishments will be able to obtain soft loans for replenishment of working capital and investment purposes. The main conditions are not to apply to small and medium-sized businesses, to have an annual revenue of no more than two billion rubles, to be registered in Moscow.

The maximum final rate for the borrower will be six percent. The amount of compensation for the lost income of the bank is four percent. The maximum loan amount is 500 million rubles. The term for subsidizing the interest rate is 12 months. The program will run until December 31, 2021.

Potential recipients of preferential loans can be 27 public catering organizations. They employ over 17 thousand people.

Until December 31, the program of providing preferential stabilization loans to small and medium-sized businesses is being extended. This was done at the request of the business community. Under this program, SMEs operating in one or more priority sectors can obtain a loan with a maximum borrower rate of seven percent. The amount of compensation for lost income of the bank is up to eight percent.

A loan can be obtained to replenish working capital and investment purposes. Its maximum size has been increased to 100 million rubles, and the period for subsidizing the interest rate is up to 24 months.

In 2020-2021, over 17.6 thousand companies from various industries, employing about 122 thousand people, took advantage of the concessional lending program. Loans were issued in the amount of about 130 billion rubles.
