Over 17.9 billion rubles will be spent on the purchase of medicines for children with serious and rare diseases, which are supported by the Circle of Kindness Foundation, created at the initiative of the President. This order was signed by Prime Minister Mikhail Mishustin.

More than 7.2 billion of this amount will be used to purchase drugs registered in Russia. Their purchase will be handled by the Federal Center for Medicinal Provision of Citizens, subordinate to the Ministry of Health. The rest of the funds – more than 10.6 billion rubles – will be used to purchase drugs that are not registered in Russia. Such drugs are purchased by the foundation itself.

This is the third tranche that the Government will send in 2021 for expensive drugs for children with severe pathology. The need for such medicines is determined by the expert council of the Circle of Kindness Foundation based on requests from the regions.

“With the support of the foundation, which has existed for about six months, more than a thousand children have already received expensive treatment. And this work will continue, ”Mikhail Mishustina said at a meeting of the Government on June 29.

Earlier, the Government approved the procedure for helping children at the expense of the Circle of Kindness fund. It states that funds can be used to pay for complex treatment, the purchase of drugs, including those not registered in Russia. The possibility of paying for medical treatment abroad, including covering the costs of transport and accommodation, is also prescribed. The decision on each case is made by the expert council of the foundation on the basis of recommendations prepared by the medical organization where the treatment was carried out.

In total, the 2021 budget provides 60 billion rubles for helping children who need special treatment with expensive drugs, 64 billion rubles for 2022, and 68.5 billion rubles for 2023. This money goes to the federal budget through deductions from the increased personal income tax rate, which is valid for incomes over 5 million rubles a year.
