According to him, each attribute of a digital passport is formed on the basis of information from urban planning documents that will come from existing electronic databases and placed on a single platform.
“Data analysis allows you to get a complete and reliable picture of almost any process. This is objective information based on mathematical calculations, and this is precisely the value of such analytics in making management decisions. In the construction sector, big data will allow not only real-time monitoring of construction progress and compliance with deadlines, but also prevention of possible risks, ”said Eduard Lysenko.
Access to a digital passport will allow construction participants to form a client path, that is, plan all stages of the project, taking into account its current state, and future residents will receive information about the progress of work and take part in solving urban planning issues.
The procedure for interaction of all construction participants when creating a passport, the rules for the formation of a unique identifier and the attributive composition will be enshrined in the relevant regulatory legal act.
“The digital passport allows monitoring the progress of capital construction projects from the design stage to involvement in tax turnover. In principle, we do not dwell on the permission to enter, because the constructed facility is not everything, the facility should be used and benefit the city, ”said Yulia Kulikova, director of the Mosstroyinform State Budgetary Institution.
She also recalled that the collection of electronic and paper data, analysis of protocols and urban planning documentation, the formation of an archive of data on capital construction projects began in 1999. In 2011, the collection of information was automated.
