A solemn ceremony was held in Moscow to start the construction of new clusters – educational and interdisciplinary – innovative scientific and technological center (STC) of Moscow State University “Vorobyovy Gory”. It was attended by the Mayor of Moscow Sergei Sobyanin, rector of the Moscow State University named after M.V. Lomonosov Victor Sadovnichy and General Director of the State Atomic Energy Corporation “Rosatom” Alexei Likhachev.

“A great event today for Moscow State University, for the city, for Russian science. On the site of an absolutely depressed territory, one after another, new modern buildings, scientific and educational centers are being built. I must say that in Moscow we are accustomed to the scale, construction, this probably won’t surprise anyone, but what is being implemented here on behalf of the President of Russia is, of course, a unique project for our country, ”Sergei Sobyanin said.

The innovative scientific and technological center of Moscow State University “Vorobyovy Gory” will appear on the site located between Vernadsky Avenue, Lomonosovsky, Michurinsky Avenues and Ramensky Boulevard. Until recently, this territory, reserved for the needs of the university back in the 1950s, was occupied by non-capital buildings, often illegal. After their demolition, significant blockages of construction debris were formed.

“It was such a blasphemous story when a depressive territory was located next to the best university in our country. So this, of course, was the right decision made by the President of the Russian Federation, Vladimir Vladimirovich Putin, to create this cluster. Such a powerful impetus was given to the development of this territory, which will benefit both the university and the surrounding districts, ”Sergei Sobyanin said.

MSU Rector Viktor Sadovnichy thanked the Moscow Mayor for his support in launching the project and said that in the future the center will include various clusters. Each of them will be focused on work in different areas of science.

“And, Sergei Semenovich, this is the first time in the country at the largest university, the first, the oldest, such a valley is opening where students and scientists can create, do something. And another special thanks: we will be 270 years old in 2025. I think we will finish building and will develop the flag of science by 2025, ”said the rector of Moscow State University.

A human institute, blocks for the development of innovative sports technologies and cognitive research of artificial intelligence, a transnational megaproject “United Eurasia”, scientific and technological laboratories and an expo block with a congress hall will operate in the building of an interdisciplinary cluster with an area of ​​75 thousand square meters.

The educational cluster with an area of ​​15 thousand square meters will house the management structures and general services of the innovation center, the educational block and scientific and technological startups. It will also host specialized events and conferences.

Funding for the construction of new clusters comes from the federal budget. The work is planned to be completed by the end of 2023.

“Today the work is organized in a continuous round-the-clock mode in two shifts, there are 700 people on the site. From 42 thousand cubic meters of concrete, we have already cast 20 thousand cubic meters according to the project. We plan to close the heating circuit by the end of the year, ensure construction readiness by autumn 2022 and commissioning of the facility in December 2022, ”said Marat Gizatullin, General Director of the contractor company.

For startups and large corporations

The innovative scientific and technological center of Moscow State University “Vorobyovy Gory” was established by the decree of the Government of the Russian Federation dated March 28, 2019 No. 332 in accordance with the federal law adopted in 2017. The INTC is located in the Ramenki area and is intended to accommodate companies engaged in scientific, technological and implementation activities.

Startups with products that have proven their viability, medium-sized technology companies that have entered the stage of selling innovative products, as well as R&D departments of large Russian companies and international corporations can take part in the project.

“We have many excellent universities, there are leading world-class scientific and technological corporations, but there is no symbiosis between universities, corporations, and innovative businesses. Such a site practically does not exist, and here, in the city center, next to the best university in the country, a construction project is being developed, which is designed to combine the potential of Moscow State University, the country’s leading corporations Rostec, Roskosmos, Rosneft, other corporations, innovative small and medium business, the Government of Moscow, the Government of the Russian Federation ”, – said Sergei Sobyanin.

More than 110 high-tech companies have already taken advantage of this opportunity.

For innovative enterprises – residents of the center, the most favorable taxation and regulation regime will be created. Projects of companies for 10 years will not be taxed, including property tax, profit tax and VAT (with annual revenue of up to one billion rubles). Insurance contributions to state extra-budgetary funds will be reduced to 14 percent. A separate permit is not required to attract foreign workers.

Nine clusters

In total, 17.5 hectares have been allocated for the construction of the innovative scientific and technological center of Moscow State University. It will consist of nine clusters with a total area of ​​455 thousand square meters, such as:

– “Lomonosov” – a flagship cluster, a launching pad for the first residents;

– “Nanotech” – nanotechnology and research of new materials, nanomachinery;

– “Engineering” – robotics, special-purpose technologies and machine engineering, energy saving and efficient energy storage;

– “Biomed” – biomedicine, pharmaceuticals, biomedical research;

– “Cosmos” – space research and astronautics;

– “Infotech” – information technology and mathematical modeling;

– “Geotech” – geonomy and ecology;

– interdisciplinary cluster – interdisciplinary humanities research and cognitive sciences, as well as sports, innovative sports technologies and artificial intelligence technologies;

– educational (management) cluster – the location of the management company, offices.

It is assumed that the buildings of the clusters will be united by an area with a public garden.

In December 2020 – February 2021, the urban economy complex of the city of Moscow freed the future territory of the innovative scientific and technological center from construction waste. In total, 1.8 million cubic meters of various waste and soil were removed.

The construction of the Lomonosov cluster – the flagship of the INTC – began in January 2021. The building with an area of ​​65 thousand square meters will house the offices of high-tech companies with laboratories, “clean rooms”, certification and testing centers. At the moment, earthworks, pit fencing, foundation slab and temporary roads at the construction site have been completed. The construction is planned to be completed by the end of 2022.
