Deputy Minister of EMERCOM of Russia Viktor Yatsutsenko took part in a meeting on liquidation of the consequences of summer floods and fires in the Far Eastern Federal District chaired by Deputy Prime Minister – Plenipotentiary of the President of the Russian Federation in the Far East Yuri Trutnev. The meeting was also attended by representatives of federal executive bodies and heads of the Far Eastern Federal District.

During the flood period, about 1.7 thousand residential buildings were flooded, in which more than 5 thousand people live, over 3.5 thousand homestead and summer cottages, more than 700 kilometers of highways, 52 bridges and 52 social infrastructure facilities. The maximum water level in Blagoveshchensk was 860 cm, in Innokentyevka and downstream it did not exceed the values ​​of hazardous phenomena.

Viktor Yatsutsenko reported on the set of measures that were taken, thanks to which it was possible by joint efforts to save people’s lives and minimize economic damage.

“The EMERCOM of Russia calculated the passage of the flood wave in advance, determined the maximum values ​​of water levels on the Amur and Zeya rivers, increased the grouping, built 40 dam sections with a length of over 28 km, deployed 15 TAPs, built more than 520 orthophotomaps using drones, organized work with basin water departments for regulation of discharges of hydroelectric power stations, informing the population was carried out. No flooding is currently forecasted in the region. The tasks assigned to the RSChS grouping have been completed, ”the deputy minister said.

Currently, there are 41 people in two TAPs in the Amur Region, 17 of them are children. Comprehensive support and psychological assistance is provided by the psychologists of the Russian Emergencies Ministry. Water has been pumped out of 503 residential buildings, drying has been carried out in over a thousand, over a thousand household plots have been cleared, and sanitation is being carried out. In total, over 1.9 thousand people and 500 pieces of equipment were involved in the elimination of the consequences of the flood.

“Together with Roshydromet, we continue to monitor the emerging hydrological situation in the region, monitor the oceanic zone in order to simulate the impact of typhoons in advance, and analyze space monitoring data. To process data from space, centers have been set up in Murmansk and Dudinka. In 2023, it is planned to open a center in the city of Anadyr. Work is also underway to equip the Emergencies Ministry forces in the Arctic with aviation equipment, ”added Viktor Yatsutsenko, Deputy Minister of the Russian Emergencies Ministry.

Also, to ensure the safety of the northern territories, specialized complex facilities are being created in the settlements of Dikson, Tiksi and Pevek, including branches of crisis management centers of the territorial bodies of the EMERCOM of Russia, Arctic search and rescue units and aviation units of the EMERCOM of Russia. The measures taken will help protect the territories of the Arctic zone and the Northern Sea Route.

Within the framework of the meeting, the issues of organizing work on the assessment of damage, payments to the population, restoration of damaged housing, road network, bridge structures were also discussed; organization of assessment of damage to the economy of the region, including enterprises of the agro-industrial complex; implementation of state support mechanisms for agricultural enterprises and other sectors of the economy. Particular attention was paid to extinguishing wildfires in the Republic of Sakha (Yakutia).
