The Government of the Russian Federation has approved the procedure for the formation and maintenance of a list of potentially dangerous objects of all forms of ownership on the territory of the country. EMERCOM of Russia will be responsible for the formation and approval of this list.

The document defines that a potentially dangerous object is an object on which buildings and structures of a higher level of responsibility are located, or an object where more than 5 thousand people can stay at the same time. All newly constructed potentially hazardous facilities will also be included in the list.

The formation and maintenance of this list will be carried out in compliance with the requirements of the Russian legislation on state secrets, as well as on commercial and other secrets protected by law.

Organizations operating a potentially hazardous facility must provide information for the formation and maintenance of the list by December 1, 2022. The document will enter into force on March 1, 2022 and will be valid until August 31, 2027 inclusive.

In addition, from March 1, 2022, the rules for the formation and approval of the list of critical facilities in the country will come into force. This category will include those facilities, the termination of the functioning of which may damage the country’s economy or reduce the level of security of the population. The decree will be valid until February 29, 2028.
