With the onset of warmth, people tend to spend as much time as possible by the water. In order to ensure the safety of the population, the inspectors of the State Inspectorate for Small Vessels of the Ministry of Emergencies of Russia regularly check the places of unauthorized swimming along the coastline of water bodies. Preventive measures are carried out both from the side of the water area and on the shore. However, in addition to this, the inspectors of the GIMS EMERCOM of Russia participate in interdepartmental raids on safe recreation near the water.
The main goal of preventive work is the formation of a culture of safe recreation by the water, as well as the preservation of the life and health of citizens. Particular attention is paid to the most vulnerable category of the population – children.
In addition to GIMS inspectors, employees of various departments take part in raiding activities.
So, in Khabarovsk in the raid representatives of the departments of the Ministry of Internal Affairs of Russia, volunteers and volunteers were involved. During the next raid, they inspected “wild” beaches, where swimming is strictly prohibited.
Inspectors GIMS EMERCOM of Russia and police officers conducted explanatory work, after which they were asked to leave the dangerous bathing place.
“Parents themselves must become an example for the younger generation. And this means – remember and follow the rules: do not swim while drunk and in prohibited places, do not go into the water above the waist if you do not know how to swim, do not dive in unfamiliar places from bridges, marinas and even in places where you have already dived earlier, ”said Alexander Nikitin, inspector of the GIMS Center of the Main Directorate of the Ministry of Emergency Situations of Russia for the Khabarovsk Territory.
For the first time in Novosibirsk in a raid on the water of employees of the Ministry of Emergency Situations of Russia and the police were attended by representatives of the Office of the Ombudsman for the Rights of the Child. They carried out preventive work with vacationers on the banks of the Novosibirsk reservoir.
Such events discipline the population, urge to observe elementary rules of behavior.
“The purpose of the raid is to inform the population about the safety rules for people on water bodies: to parents and children, vacationing on the beaches without adults. It is worth resting only in places permitted for this, where rescuers are on duty, “commented Yuri Karpov, head of the water safety department of the Main Directorate of the Russian Emergencies Ministry for the Novosibirsk Region.
Hot weather without precipitation increases the risk of accidents – more and more Novosibirsk residents choose to rest near water bodies. Now there are 21 places for organized recreation in the Novosibirsk Region. The work of specialists from the Ministry of Emergency Situations of Russia, law enforcement and supervisory bodies, social protection and public figures has been intensified in the region.
Inspectors GIMS GU EMERCOM of Russia in the Rostov regioncontinue to work to increase the number of safe beaches. At the moment, 89 official beaches are open in the region. The approved beaches are 100% safe. There are rescue and medical posts, a lifeboat and a stand with life-saving accessories, as well as changing rooms and showers.
As told Deputy Head of the Main Directorate of the Ministry of Emergency Situations of Russia for the Rostov Region (for the State Fire Service) Vladimir Zaver, since the beginning of 2021, 22 people have drowned in the Rostov region, including 4 children. 65 people were rescued. The majority of accidents occur on unequipped beaches. And the main reasons, as the GIMS inspectors note, continue to be bathing in a state of alcoholic intoxication and leaving children unattended. Therefore, the purpose of the inspection raids is, first of all, to prevent violations.
The reasons for most of the tragedies are the same – swimming in unequipped places and, often, as for adults, in a state of strong alcoholic intoxication.
During the next raid along the river. Tuskar in Kursk GIMS inspectorsnoticed a drunk man on the shore, who was sleeping half a meter from the water’s edge. It took EMERCOM employees more than 10 minutes to wake him up and bring him back to his senses. Kuryanin convinced the rescuers that he had come to the reservoir just to rest and did not swim. However, his wet clothes could tell otherwise. At the same time, he refused to leave the reservoir in every possible way, and only when he was threatened with a call to the police, the “would-be bather” hastened to leave.
The water inspectors noticed another swimmer, who was hot with alcohol, on the beach “Gorodskaya”. GIMS employees did not allow the drunk man to the water and also sent him home.
According to GIMS inspectors, during such raids, they remind vacationers that life is the most valuable thing and must be protected. You cannot hope for “chance” and think that misfortune can happen to anyone, but not to me.
