The Irkutsk Region is stepping up work with the business community to create plots at regional enterprises that function as correctional centers for the employment and residence of those sentenced to forced labor. This and other issues were discussed at the meeting by the head of the GUFSIN of Russia in the Irkutsk region Leonid Sagalakov and the president of the Union “Chamber of Commerce and Industry of Eastern Siberia” Alexei Sobol.
Today, in the Irkutsk region, a section is successfully operating, functioning as a correctional center, at IK-4. All convicts are employed in municipal and commercial enterprises, with individual entrepreneurs in the construction of houses, in the production of reinforced concrete products, in a bakery and a car service. Convicts without professions work as cleaners, auxiliary workers and couriers.
In 2020, due to changes in legislation, it became possible to create sections of correctional centers at enterprises’ facilities. At the same time, the enterprise provides accommodation for convicts and provides them with work, and employees of the correctional center provide supervision. Today, the GUFSIN of Russia for the Irkutsk Region, together with the regional Ministry of Agriculture, the Ministry of Construction and the East Siberian Railway, is working on the issue of creating sections of correctional centers at large peasant farms, construction projects, and railway facilities. It is also promising to attract convicts to work in the processing of solid household waste, in the developing sectors of the economy, in the implementation of large state projects.
The head of the GUFSIN of Russia for the Irkutsk region Leonid Sagalakov during the meeting noted that the expansion of the network of correctional centers is one of the most important tasks in the light of the humanization of criminal legislation. Citizens entering the correctional center after the trial maintain socially useful ties and compensate for the harm caused without isolation from society. For convicts entering correctional centers from places of imprisonment in order to mitigate punishment, forced labor makes it easier to adapt in society, get a job, and restore social and family ties.
As a result of the meeting, it was decided to inform the members of the CCI of the Armed Forces and representatives of the business community of the region about the possibility of creating sections of correctional centers. In addition, the agreement on cooperation between the GUFSIN of Russia in the Irkutsk region and the Chamber of Commerce and Industry of the Armed Forces, which has been in force since 2017, will be supplemented taking into account the execution of forced labor.
