Technical Committee for Standardization 071 “Civil Defense, Prevention and Elimination of Emergencies”, following the results of work in 2020, took 8th place among almost 300 standardization committees operating in the Russian Federation. The TC rating is published on the Rosstandart website. Since 1993, the basic organization entrusted with the maintenance of its secretariat is the All-Russian Research Institute of Civil Defense and Emergencies of the Ministry of Emergencies of Russia.

The rating was compiled based on the results of the committees’ activities in 2020. Among the criteria are their participation in Rosstandart’s work on improving and developing the national standardization system, the degree of implementation of programs, compliance with the deadlines for the development of national standards, achievements in the work of the International Organization for Standardization ISO, the level of professionalism of specialists and others.

In various years, TC 071 in the ratings of Rosstandart held a worthy position among almost three hundred other committees in the country. At the end of 2018, he was in 17th place, and in 2019 – already in 15th place among 261 committees. At the end of 2020, the committee entered the top ten.

In addition, in 2020, VNII GOChS together with VNIIPO were awarded the “Standardizer of the Year” award in the nomination “For practical contribution to the creation and functioning of the standardization service in organizations.”

Today TC 071 is engaged not only in the development of new standards, but also in updating the ones already adopted. These are standards for safety in emergencies as well as for civil defense matters. Most of the standards relate to the formation of requirements for the technical equipment of rescuers. GOSTs are being developed that establish general and particular requirements for various types of products, for methods of their research and testing.

In addition, active work is underway on the implementation of the “Perspective program of standardization in the field of civil defense, protection of the population and territories from natural and man-made emergencies”, signed by the Ministry of Emergencies of Russia and Rosstandart in 2019. The program is designed until 2025. The document involves the development and updating of more than 100 standards.
