The document was signed by Director of the Federal Penitentiary Service of Russia Alexander Kalashnikov and President of the Chamber of Commerce and Industry of the Russian Federation Sergei Katyrin. Within the framework of this Agreement, the parties plan to carry out a number of measures to develop entrepreneurial activity on the territory of the institutions of the penal system, to assist in ensuring the fulfillment of the requirements of the legislation of the Russian Federation on bringing to work those convicted of imprisonment and forced labor.

Today the Federal Penitentiary Service of Russia is one of the leading domestic producers. The institutions of the penitentiary system produce over 100 thousand names of products both for the needs of the penitentiary system and for third-party organizations.

In addition, since January 2017, such a type of punishment as forced labor has been carried out in Russia. This is an alternative to imprisonment for persons who have committed minor crimes. Convicts are in correctional centers, live on the basis of hostels and work in enterprises of any form of ownership, like ordinary citizens under an employment contract. They are not prohibited from using mobile phones and the Internet. Forced labor is a kind of social project that allows you to adapt in society, restore social and family ties.

When signing the document, both parties proceeded from the need to combine efforts and develop information and analytical, scientific, methodological, organizational and other cooperation in areas of mutual interest.
