Particular attention is paid to the program for the restoration of apartment buildings, attracting private investment, working with the owners of cultural heritage sites.
“In our business, quality is more important than quantity. But there is no way to bypass the digital indicators. The first half of the year was quite intense. Various works have begun on many cultural heritage sites. Somewhere there is already active restoration, somewhere they began to prepare project documentation, and somewhere they began to study the monument to determine what kind of work it needs. In the first six months of 2021, the Moscow City Heritage Agency issued more than 500 assignments and more than 700 work permits, ”he said.
Active restoration work is being carried out at such significant cultural heritage sites as the Orphanage in Kitaygorodsky Proezd, Medvednikovskaya Gymnasium in Starokonyushenny Lane, Bolshoi Kamenny Bridge, St. Nicholas Church on Three Hills, A.M. Gorky on Tverskoy Boulevard. Also, the monument to the grenadiers who fell near Plevna on Ilyinsky Square and the house of the architect Duvanov on Zemlyanoy Val are being restored.
In addition, work has been completed on the preservation of 67 monuments. Among them are an ensemble of houses on Nikoloyamskaya Street (building 53), the city estate of the Sokolov-Sibiryakovs in Voznesensky Lane.
“This year, work will be completed at the first substation of the Moscow tramway – GES-2, a unique example of industrial architecture. A modern art center will be opened in the renovated building, the façade of which faces Bolotnaya Embankment, ”said the head of the Moscow City Heritage Site.
Particular attention is paid to the program for the restoration of apartment buildings. Now there are 22 houses in the works, eight more works are planned for 2021 – 2023.
In addition, 15 projects for the preservation of park areas were approved in six months. The restoration of the public garden on Miusskaya Square is underway. Also, specialists are preparing to start work in the park of the hospital named after S.P. Botkin, in the garden of the N.F. Filatov, in the Tsaritsyno Museum-Reserve and the Izmailovo estate.
Working with owners
“One of the major tasks of our work is to attract private investment. If for the whole of 2020 at the expense of business, 62 cultural heritage sites were restored, then in the first six months of 2021, 42 monuments have already been completed. Of course, this dynamic is very important for us. In addition, during this half-year, private traders were given permits to work at about 300 objects, ”noted Aleksey Yemelyanov.
For example, the Krasheninnikovs’ residential building, located at 20 Kozhevnicheskaya Street, Building 19, was recently sold. The new owner will have to invest in the preservation of the historic building.
In the capital, the program of preferential rent “Ruble per square meter” continues. Now there are six monuments in the works – the winners of the auction take these buildings out of an unsatisfactory state and return them to their historical appearance. In 2021, under this program, the complex restoration of the Naumov-Volkonskys’ residential building at 36 Prechistenka Street, building 2 was completed.
Working with the owners of monuments and preventing violations is of great importance. In the first half of the year, more than 1500 control measures were carried out. About 200 cases were initiated. In total, almost eight million rubles were imposed on fines. Illegal work has been suspended at almost 40 sites.
“We deliberately pay great attention to working with owners. We always explain to them the procedure for working with objects, set deadlines, and do our best to help. We do not set ourselves the task of increasing the number of checks or fines. Our goal is to make sure that the legislation is respected and restoration takes place. It is important that most of the violations this year were not so serious. If in previous years it was work without permits, causing damage to the monument, then in 2020 and in the first half of 2021 it is more failure to comply with the deadlines for work and submission of reports, ”stressed Alexey Emelyanov.
Excursions, contests, master classes
The Department continued to implement projects aimed at popularizing cultural heritage sites. The department now has a virtual guide Guardian lion, which can be found in the chatbot of the same name in the Telegram messenger. Now there are already six routes that are dedicated to Valentine’s Day, Defender of the Fatherland Day, International Women’s Day, Cosmonautics Day, Children’s Day and the Day of Family, Love and Fidelity.
Over the course of six months, 254 full-time excursions, 30 excursions and master classes at YouTube channel, the third competition of children’s drawing “Heritage of my area” was held.
“In 2021, about 3,000 works were submitted to the Heritage of My District children’s drawing competition, which is twice as many as in the past. Of course, it is very gratifying that the interest of young residents in the architecture of their native city is only growing. That’s why we created this competition. By the way, some guys take part from year to year, each time sending us new works. This year, about 200 schoolchildren from almost all districts of Moscow became laureates, ”added Alexey Emelyanov.
