The meeting, which was attended by representatives of interested federal executive authorities and constituent entities of the Russian Federation, was held under the leadership of the Deputy Head of EMERCOM of Russia Viktor Nichiporchuk.
The meeting participants considered the issues of regulatory regulation of the process of providing financial assistance to the population affected by natural and man-made emergencies through the provision of public services, as well as its technical support. In particular, the procedure for providing access to the platform of public services of local governments, MFC and other organizations.
According to V. Nichiporchuk, the beginning of joint work on digitalization of the process of providing financial assistance to the population as a result of emergencies can be called the panel discussion held in May of this year, during which the members of the interdepartmental working group presented a general concept of this process and summed up the results of the first stage of practical testing for the territory of the Jewish Autonomous Region.
Taking into account the high interest of the panel discussion participants, the EMERCOM of Russia sent information materials and approximate forms of administrative regulations for the provision of public services to the constituent entities of the Russian Federation, considered and approved at a meeting of the Government Commission for the Prevention and Elimination of Emergencies and Ensuring Fire Safety.
EMERCOM of Russia is developing changes in the procedure for providing interbudgetary transfers from the federal budget to the budgets of the constituent entities for financial support of emergency response measures.
In addition, a draft order of the Ministry of Emergency Situations of Russia is being developed, which will separately stipulate the procedure for preparing substantiating documents when the executive authorities of the constituent entities of the Russian Federation provide public services.
Concluding the meeting, V. Nichiporchuk thanked all its participants for their work and assistance in developing consolidated proposals for the introduction of public services to provide financial assistance to the affected population in the constituent entities of the Russian Federation.
