On July 16, TASS hosted a press conference by Rinat Yenikeev, director of the Department of Supervision and Preventive Work. It is dedicated to the modern system of state fire supervision of the EMERCOM of Russia and is timed to the Day of the creation of state fire supervision bodies, which is celebrated on July 18.
Today, the state fire supervision of the Ministry of Emergencies of Russia is a modern warning system aimed at preventing risks and causing harm to values protected by law. The work carried out by the GPN bodies has made it possible to achieve significant results in the field of fire prevention.
So, over the past year, the state fire control authorities organized and carried out more than 94 thousand inspections, more than 439 thousand violations of fire safety requirements were revealed. At the same time, all control and supervisory measures were carried out in relation to protected objects classified as extremely high and high risk. Among them are objects of education, health care, social sphere, children’s health camps and other objects with a massive stay of people.
In turn, in the first half of 2021, the GPN authorities carried out more than 90 thousand inspections, more than 485 thousand violations were revealed.
Today, the regulation of control and supervisory measures is based on the principles of proportionality of interference in the activities of controlled persons and management of the risks of causing harm to legally protected values.
EMERCOM of Russia has revised the risk-based approach. This is a completely new model, which differs from the current regulation in that the category is assigned not for groups of objects, but individually for each based on the severity of the potential negative consequences of a fire, taking into account the individualization index. Thus, the copyright holders of the facilities will be able to independently assess the legality of classifying the buildings and structures in operation as belonging to the appropriate risk category, including using the developed calculator, which is posted on the official website of the Ministry of Emergencies of Russia on the Internet.
Preventive work is a priority for the new surveillance system. Preventive measures include informing, summarizing law enforcement practice, issuing a warning, counseling, and a preventive visit.
A compulsory preventive visit is envisaged in relation to objects classified as high-risk, as well as objects of preschool and general education, children’s camps, social services with accommodation, provision of inpatient and sanatorium-resort medical care.
The list of control measures, in addition to the traditionally carried out field checks, includes an inspection visit, an on-site inspection, random control and documentary inspection. So, if it is necessary to promptly respond to violations of fire safety requirements that pose a real threat, the inspector can make an “inspection visit”. Its duration will not exceed one day and will not require advance notice.
The digital environment for the implementation and provision of public services is rapidly developing. In this regard, the EMERCOM of Russia is conducting a trial operation of the relevant departmental information systems, the implementation of which will solve a number of important issues. EMERCOM of Russia carried out colossal work to improve legislation in the field of fire safety. The key vector in updating the regulatory and technical base on fire safety issues is the implementation of the “regulatory guillotine” mechanism. The department analyzed all regulatory legal acts that establish mandatory requirements in the field of fire safety, protection of the population and territories from emergencies and the safety of people at water bodies. The main goal of reforming and developing the fire rating system is to prevent the introduction of unreasonable and burdensome requirements, while ensuring a sufficient level of fire safety at facilities.
A draft resolution of the Government of the Russian Federation “On Amendments to the Rules of the Fire Regime in the Russian Federation” is posted on the website regulation.gov.ru for the procedure of public discussion. The draft decree was prepared taking into account the causes and consequences of large fires, death of people and is aimed at eliminating duplicate, redundant provisions. The corresponding draft decree will allow us to implement a number of other initiatives that will be aimed at reducing the number of fires and their consequences.
