Deputy Prime Minister Dmitry Chernyshenko at the Coordination Center under the Government launched an educational course for leaders of digital transformation of subjects, regional ministers for digital development and information technologies of Russia.
The course is organized by the Center for Training Leaders and Teams of Digital Transformation of the Higher School of Economics, RANEPA, with the support of the Government.
The result of the training will be the development of team projects for digital services, which will be taken into account in regional digital transformation strategies.
“Digital transformation is one of five national goals. The President instructed the heads of the constituent entities to approve regional strategies by September 1. The task of the regions, the leaders of digital transformation, is to ensure the high-quality implementation of these strategies. Citizens and businesses should be the beneficiaries of digital transformation. It is to meet their needs that new systems and services are being created. State IT solutions should be based on modern client-oriented approaches, ”stressed Dmitry Chernyshenko.
The Deputy Prime Minister drew attention to the launch of the GosTech platform, which will allow creating information systems and services not only at the federal level, but also at the level of regions and even municipalities.
“Each new system is developed from scratch, without reusing existing developments. This leads to additional costs for creating duplicate functionality and significantly slows down the launch of new government services into commercial operation. We conducted an audit – it turned out that more than 1000 GIS were created, most of the systems are 85% identical to each other in functionality. “GosTech” will allow to get away from this ineffective practice. Many developers will have the opportunity to participate in the creation of government products on a competitive basis, and government agencies will have a wide range of IT solutions, ”he said.
By December of this year, the regions need to assess the feasibility of creating new regional information systems, and by May 2022, prepare schedules for the transfer of regional information systems to the GosTech platform.
To avoid duplication of digital projects and increase the horizontal exchange of information, the team of the Implementation of Digital Transformation Projects program in 2021 launched 10 sectoral and 4 inter-sectoral streams. The streams of the Ministry of Health, the Ministry of Energy, the Ministry of Education, the Ministry of Natural Resources and the Ministry of Industry and Trade were released with digital solutions.
Work on digital transformation strategies, which the regions must protect by September 1, 2021, will continue beyond this deadline. Minister of Digital Development, Communications and Mass Media Maksut Shadayev spoke about the industries subject to digital transformation in the regions. On average, each region has chosen 8-9 industries for digitalization. The Perm Territory and Ryazan Region chose the largest number of industries – 17. According to the number of selected industries, the subjects were divided into three categories: leading regions, developing regions and regions in need of support. At the same time, projects are divided into those that are provided with current funding, and those for which additional funds need to be allocated.
“We will ask the subjects of the minimum program, which is provided with federal funds. The region should use this opportunity to expand the budgetary funding framework. When planning, it is very important to clearly answer the questions whether the projects will be provided with resources, ”said Maksut Shadayev.
The minister also added that if the students develop effective and well-developed projects based on the results of the training, the Ministry of Digital Science will be ready to co-finance them.
The program “Implementation of Digital Transformation Projects” was developed by the Center for Training Leaders and Teams of Digital Transformation of the Higher School of Economics, RANEPA. In 2021, 14 sectoral educational streams are being implemented, in which 1000 heads of digital transformation of regional departments take part. The training has already been completed by those responsible for the digital transformation of the Ministry of Natural Resources, the Ministry of Education, the Ministry of Energy and the Ministry of Health.
