The site, which functions as a correctional center for those sentenced to forced labor, is located in the city of Blagoveshchensk at IK-8 of the Federal Penitentiary Service of Russia in the Amur Region.

The first site in the region, functioning as a correctional center, opened at IK-8 of the Federal Penitentiary Service of Russia in the Amur Region in the city of Blagoveshchensk. The center is intended for the execution of criminal punishment in the form of forced labor. This type of punishment is used as an alternative to imprisonment for committing crimes of little or medium gravity or for committing a serious crime for the first time and is imposed for a term of two months to five years.

The conditions created for the living of convicts in the center were inspected by Igor Chagdurov, head of the Federal Penitentiary Service of Russia for the Amur Region, Yevgeny Kovtun, Head of the Regional Security and Anti-Corruption Department of the Amur Region, and Igor Berlinsky, First Deputy Mayor of Blagoveshchensk. The institution was also visited by representatives of the mass media.

The site is designed to accommodate 25 convicts. They are equipped with sleeping rooms, showers, laundry, dining room, room for educational work. The building has modern technical means of supervision and control: security, fire alarm, video surveillance system.

Convicts are prohibited from leaving the territory of the correctional center at night and after working hours, weekends and holidays without permission from the administration of the correctional center. Failure to comply with these rules will entail a toughening of the regime for the convicted person. Otherwise, they have the rights of ordinary citizens, they are not prohibited, for example, from using money, mobile phones and the Internet. They have more opportunities to meet with close people and relatives, they independently get to the place of work.

Employment of a convict is carried out on the basis of the availability of jobs, taking into account his gender, age, ability to work, health status and (if possible) specialty. At the same time, those sentenced to forced labor are not entitled to refuse the offered work. Otherwise, the relationship between the convict and the organization is carried out in accordance with labor legislation. Organizations pay them a salary not lower than the minimum wage, pay sick leave and provide them with annual paid leave of at least 18 calendar days. The convicts themselves bear the cost of food and clothing. Part of the earnings is withheld in state revenue (from 5 to 20%, according to the court’s verdict), part is used to pay off claims and pay utility bills. At the same time, convicts will receive at least 25% of their wages.

Employers of the city of Blagoveshchensk have prepared jobs for the employment of convicts who will arrive in the center in the near future. Basically, these are work on the improvement of public areas, construction and repair work, as well as work that does not require special knowledge and skills (handymen).

– First of all, the opening of a correctional center will allow convicted Amur residents to serve their sentences at their place of residence without breaking family and kinship ties. A person is serving a sentence for a committed crime and at the same time he is practically not isolated from the outside world, he works, brings benefit to society with his labor, pays claims imposed by the court. At the same time, his re-socialization and return to civil society after his release are more successful, – said the head of the Federal Penitentiary Service of Russia for the Amur Region Igor Chagdurov.

At the end of the event, the invited guests were able to familiarize themselves with the exhibition of products produced by the institutions of the Federal Penitentiary Service. The exposition included metalworking and woodworking products, building materials, overalls, consumer goods, bedding, as well as services for sawing and drying wood, car repairs, manufacturing metal products, corrugated board and reinforcing cages provided by the colonies.

It should be noted that the work on expanding the network of correctional centers on the territory of the Amur Region continues, including the issue of creating sites that function as correctional centers on the basis of enterprises where convicts to forced labor can be employed.
