A school for 825 places with an area of ​​more than 13 thousand square meters may appear on the territory of the Skolkovo innovation center. This is the first educational concession agreement in Moscow. Investments in the project will amount to at least two billion rubles. This was announced by the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov.

“The total volume of concession agreements concluded by Moscow exceeds 89 billion rubles. This year alone, we signed two concessions with a total investment of 27.4 billion rubles. Investments in the creation of an innovative school will amount to at least two billion rubles. For the construction of the facility, the investor will be provided with a land plot on a lease basis on the territory of the Skolkovo innovation center: there are all opportunities for the implementation of such an educational project, ”the deputy mayor said.

The total area of ​​school premises will be at least 13 thousand square meters. The Skolkovo Foundation will also take an active part in the project – it will provide the investor with a plot for construction and help to connect to the engineering infrastructure.

“At present, a comprehensive sketch of the development is being developed for the placement of the educational complex. If an agreement is signed, the investor will have to design and build, as well as equip the school with innovative equipment and then operate it for 21 years, carry out maintenance, ”explained the head of the capital Department of Investment and Industrial Policy Alexander Prokhorov.

Concession is one of the most common forms of public-private partnership in Moscow. It gives the capital the opportunity, at the expense of the investor, to develop socially significant infrastructure – the city receives a functioning facility, built with private funds, into ownership. At the same time, the difference between the concession is that the investor continues to be responsible for the object, who receives income from its operation and pays for his investments during the term of the agreement.

Svetlana Ganeeva, Director of the City Investment Management Agency, recalled that five concession projects are being implemented in Moscow today in the field of healthcare, road construction, off-street transport, social services and housing and communal services. Several more projects are under development. So, recently they decided on the possibility of a concession agreement for the creation of an object for the collection, sorting and processing of out-of-order electrical equipment.
