The commander of the troops of the Central Military District, Colonel-General Alexander Lapin, introduced Colonel Ramil Ibatullin, the appointed commander of the formation, to the servicemen of the Guards Tank Division stationed in the Chelyabinsk Region.

Colonel Ramil Ibatullin graduated from the Kazan Higher Military Tank Command School, then the Frunze Combined Arms Academy and the Academy of the General Staff of the Armed Forces of the Russian Federation. Consecutively passed all command positions from platoon commander to commander of a mountain motorized rifle brigade. The service took place in the regions of the Urals, the Volga region, Siberia, as well as in the south of Russia. He was awarded the Medal of the Order of Merit for the Fatherland, II degree, the Suvorov Medal, as well as awards from the Ministry of Defense.

The Guards Vitebsk-Novgorod twice Red Banner tank division of the Central Military District was formed on December 1, 2016. It includes 3 tank, motorized rifle and self-propelled artillery regiments, an anti-aircraft missile battalion, a reconnaissance and engineer battalion, units and subunits of combat, logistic and technical support.
