Order dated July 20, 2021 No. 2010-r

In Russia, with the financial support of the state, a comprehensive innovative project for the production of protein components for dry milk mixtures will be launched. The order was signed by Prime Minister Mikhail Mishustin. This is the first time such a project has been approved by the Government.

Today in Russia there is not enough capacity for the production of special milk whey used in breast milk substitutes, therefore the bulk of the mixtures are made from foreign raw materials. The implementation of the project provided for by the decree will reduce the dependence of Russian manufacturers on foreign components.

From Mikhail Mishustin’s opening remarks at the Government meeting, July 22, 2021

The signed document presupposes the creation of scientific and technological solutions for the production of carbohydrate-protein components, the development of the necessary regulatory documentation. It is also planned to launch a pilot production with a capacity from 900 to 1100 tons of high-quality whey per year with the possibility of further scaling.

The total funding for the project will amount to 1.5 billion rubles, of which 300 million rubles are from the federal budget.

The plan approved by the Government is designed for three years. It is expected that its implementation will speed up the import substitution processes in the segment of high-quality carbohydrate-protein components for milk formulas.
