The Baikal-Amur Mainline is the main transport artery connecting the Far East and the European part of the Russian Federation. Its technical condition and capacity affects the development of the economy and the road transport network of the Russian Federation as a whole.

To maintain and sustain economic growth, the President of Russia made a decision to modernize the Eastern section of the Baikal-Amur Mainline. In order to fulfill this task, a project for the reconstruction of the railway section is being implemented, which is included in the long-term program for the development of railways until 2025.

The implementation of tasks for the reconstruction of the railway section of the Baikal-Amur Mainline is entrusted to the Railway Troops of the Russian Ministry of Defense. The servicemen have to build 339 km. tracks at 19 facilities (construction of sidings, double-track inserts and second main tracks).

For the comfortable accommodation of the personnel of the Railway Troops of the Russian Ministry of Defense participating in the construction and reconstruction of the railway section of the Baikal-Amur Mainline “ULAK-FEVRALSK”, the construction of six modular towns is envisaged. They serve as an excellent solution for the operational and mobile deployment of military personnel, as well as their subsequent movement, being full-fledged autonomous objects that are equipped with all the necessary components of life support systems – power supply, autonomous heating, bathrooms, water supply, drainage, and are also equipped with all the necessary furniture and household appliances … The delivery set of each block-modular campus includes a gym with artificial turf, a bathhouse, a medical center, a kitchen, and places of service. For the personnel, rooms for drying and cleaning uniforms, a leisure room, an office, a storage room, a canteen, a grocery warehouse, sanitary modules, and engineering equipment will be equipped.

The territory of each block-modular town is equipped with a checkpoint, block-treatment facilities, a site for solid municipal waste, a diesel power plant, a helipad, a field park, lights will be installed, as well as fencing throughout the territory.

The provision of housing and communal services and the deployment of the railway troops of the Russian Ministry of Defense in modular camps is entrusted to the Department of Operational Maintenance and Provision of Utilities of the Russian Ministry of Defense in conjunction with the FSBI TsZhKU of the Russian Ministry of Defense.

Currently, block-modular camps are ready and put into operation, teams have been formed for maintenance and repair, as well as for commissioning of life support systems to connect and provide an autonomous field camp with water supply, drainage (sewerage), power supply with connection to the existing infrastructure at the point dislocation. Based on the annual demand, spare parts, tools and accessories were formed, as well as the necessary set of consumables and equipment for the smooth functioning of modular townships.

Ensuring the reliability of the functioning of sources and systems of resource supply, monitoring the improvement of the quality of the provision of public services, creating safe and favorable living conditions for military personnel are a priority task for specialists from the FSBI TsZhKU of the Ministry of Defense of Russia.
