The corresponding decree of the Government of the Russian Federation, signed on July 20 of this year, is aimed at implementing the federal laws “On state control (supervision) and municipal control in the Russian Federation” and “On licensing of certain types of activities.”
Changes have been made to the Regulation on licensing firefighting activities in settlements, at production facilities and infrastructure. In particular, the requirement for the mandatory presence of a fire station does not apply to organizations that extinguish fires using fire boats, aircraft or fire trains. The requirements do not apply to organizations that extinguish fires exclusively with the help of fire trucks.
In addition to these changes, the Regulation on licensing activities for the installation, maintenance and repair of fire safety equipment for buildings and structures was supplemented with a new type of licensed work – installation, maintenance and repair of automatic systems for the transmission of notifications and fire.
At the same time, the licensing of these types of activities and federal state licensing supervision are entrusted to the Ministry of Emergencies of Russia. Licensing control is carried out exclusively within the framework of preventive measures and unscheduled inspections – routine inspections are not provided.
Resolution of the Government of the Russian Federation “On Amendments to Certain Acts of the Government of the Russian Federation” dated July 20, 2021 No. 1223 comes into force on March 1, 2022.
