As part of the implementation of the federal project “Information Infrastructure” of the national program “Digital Economy of the Russian Federation”, the Department of Operational Maintenance and Provision of Utilities of the Ministry of Defense of Russia signed a state contract with the provider of digital services PJSC Rostelecom to create a universal digital platform for inventory, accounting and control of the provision of utilities , the state of all types of energy resources and the property complex of the Ministry of Defense of the Russian Federation in real time.
The main purpose of the digital platform is to create a single information resource and information space in the field of housing and communal services management of the Ministry of Defense of Russia, which makes it possible to promptly provide stakeholders with the necessary up-to-date information on the subject area of activity, as well as the introduction of this platform will increase the efficiency of management and optimize the current activities of the communal institution of the military departments. By 2024, it is planned to introduce a digital platform at the serviced facilities of the Federal State Budgetary Institution “Central Housing and Communal Administration” of the Ministry of Defense of Russia. Consumers of utilities and housing services will have access to their personal account, where information about the services provided is displayed.
Specialists of the FSBI “TsZhKU” of the Ministry of Defense of Russia will have to implement digital platform solutions on more than 90 thousand meters of energy resources (heat energy, water supply, electricity, gas).
When using a digital platform, any incoming information will be stored on the servers of the data processing center of the Russian Ministry of Defense, which will ensure the confidentiality of the transmitted information.
The information database will include data in four main areas:
Property complex – data on military camps (address of the building (structure), type / purpose of the building, year of construction, height, wall materials, engineering saturation, area of premises, balance holder, etc.);
Metering devices – the number of metering devices and their characteristics, as well as the data transmitted to the data collection and processing center;
Resource supplying organizations – conducting calculations of energy suppliers, supply contracts, invoices for payment per year;
Sub-subscribers – more than 4 thousand non-budget consumers who receive resources under a separate agreement.
Based on the results of the implementation of the national project, an analytical report will be sent to the Government of the Russian Federation. The implementation of the digital platform of the Russian Ministry of Defense will allow replicating the platform to objects of state and municipal ownership in order to automate the processes of providing data and integrating departmental systems.
