The search and rescue service of the Russian Emergencies Ministry was established on July 28, 1992. On that day, the Government of the Russian Federation issued a decree N 528 “On improving the activities of tourist and mountaineering rescue services, points and centers.”
The search and rescue service has developed continuously over the years. This was facilitated by the regular updating of the regulatory framework. So, in order to improve the activities of rescuers in August 1995, two amendments were made to the Federal Law “On emergency services and the status of rescuers”, in 1996, by order of the Ministry of Emergency Situations of Russia, the “Regulations on the MSS of the Ministry of Emergencies of Russia” were approved.
The main tasks of the search and rescue service are: organizing and conducting search and rescue operations in emergencies of a natural and man-made nature, maintaining constant readiness of the command and control bodies, forces and means of search and rescue units to perform tasks as intended, and others.
Today, the search and rescue formations of the EMERCOM of Russia are the State Central Airmobile Rescue Team “Centrospas”, the Baikal PSO, the Southern Equestrian Rescue Center, the Arctic Rescue Research and Training Center “Vytegra”, 6 regional search and rescue teams and structural units of the State Administration EMERCOM of Russia for the constituent entities of the Russian Federation located on the territory of the Far Eastern Federal District.
In addition, work continues on the creation of an AKASTS in the town of Pevek in Chukotka, town. Tiksi of the Republic of Sakha (Yakutia), town. Dikson, Krasnoyarsk Territory, in the rotational village of Sabetta, Yamalo-Nenets Autonomous Okrug
In 2020, the search and rescue service rescued more than 11,000 people, including about 1,800 children. In total, over the past year, search and rescue teams have been involved in emergency rescue operations about 17,800 times.
In the first half of 2021, the search and rescue units of the Russian Emergencies Ministry were involved more than 8,600 times, about 5,300 people were rescued, including more than 700 children.
Year after year, overcoming difficulties in dealing with the challenges of severe natural disasters and man-made accidents, rescuers solve the most difficult tasks to save lives, carry out unique emergency rescue operations and carry out large-scale international humanitarian operations.
Rescue operations often take place in particularly harsh conditions. Among them – the elimination of the consequences of the devastating earthquake in Nepal and Haiti, search and rescue operations in Japan and Indonesia, the elimination of the accident at the Sayano-Shushenskaya hydroelectric power station, a search and rescue operation at the site of the sinking of the motor ship “Bulgaria”. No one believed in the success of the unique humanitarian operation by Russian rescuers in Afghanistan in 2001, and assistance to the victims in the field in the Russian Emergencies Ministry’s airmobile hospital deployed near Aleppo helped to save hundreds of Syrians who suffered from the armed conflict.
Rescuers of the EMERCOM of Russia had to act promptly and professionally in extreme situations, risking their own lives during the elimination of catastrophic floods in the Irkutsk Region, the Far Eastern Federal District, Krasnodar Territory, during a dam break in the Krasnoyarsk Territory. The rescue teams carried out diving operations at potentially dangerous objects in the Baltic and Okhotsk Seas, search operations to rescue climbers and tourist groups, as well as fishermen from broken ice floes.
In addition to rescue and search operations, the detachments also carry out preventive measures. Lifeguards are always welcome guests in educational institutions and children’s health camps. They pass on their knowledge and skills to the younger generation in life safety lessons.
