For three decades, the department has greatly simplified the receipt of many services – now they are provided in electronic form, with a smaller set of documents and in a shorter time.

This year, the main body of the capital, which monitors compliance with housing legislation, turns 30. Today Moscow Housing Inspection monitors the condition of more than 34 thousand houses and helps their residents to resolve many controversial issues.

“The range of issues that the Moscow Housing Inspection solves today is incomparably wider than 30 years ago, when the body of state housing supervision was created. Every year, inspectors routinely inspect Moscow’s high-rise buildings, checking their technical condition. Particular attention is paid to problem houses, which regularly receive requests from residents and where engineering systems and structural elements require repair. In the last 10 years alone, the Moscow Housing Inspection has reviewed more than one million applications.

Disputes with management organizations

Muscovites periodically face problems related to the management and operation of their home. They may have questions about paying for utilities, cleaning entrances and courtyards. As a rule, everything is decided by the managing organization, but if this does not happen, the specialists of the Moscow Housing Inspection will make it so that it fulfills its duties.

Close attention is paid to the houses, the tenants of which send the most messages. This is the so-called risk-based approach in the work of inspectors. At the same time, absolutely for each appeal, they provide explanations and take the necessary measures.

Muscovites may complain about insufficient hot water or low pressure in the water supply system. In these cases, management companies are issued an administrative fine and are obliged to examine communications and set up equipment.

Questions related to the payment of utilities may also be a reason for the appeal. Housing inspectors check the calculation procedure, demand a recalculation and, if necessary, return the money. For example, residents of a house in the settlement of Novofedorovskoye were returned 13.5 million rubles, which they had paid in excess of the tariff for two years.

Systemic control helps to reduce the number of violations, and better services are provided to residents of houses. In total, over the past six years, with the help of the Moscow Housing Inspectorate, over 400 million rubles have been returned to them.

Thanks to the department, illegal hostels in residential buildings also stop working. This was the case, for example, in the Izmailovo area. According to the neighbors’ statement, the inspectors, together with the bailiffs, were able to get into the apartment at 15/68 on 9th Parkovaya Street. They confirmed the fact of violation of the law, the owner of the square meters was brought to administrative responsibility and ordered to stop illegal activities.

Legal redevelopment

Another area of ​​activity of the Moscow Housing Inspection is control over redevelopment in apartments. Over the past 10 years, the department has considered more than 190 thousand applications for redevelopment approval, inspectors discovered over 18 thousand rooms where the work was carried out without permission.

In recent years, they have been trying to simplify the procedure as much as possible – it was transferred to an electronic form and many administrative barriers for applicants have been reduced. Fewer documents are required from them now, and approval times have become shorter. There is no more need to fill out any special forms and questionnaires – enough upload to project documentation and indicate the address of the premises. The applicant is informed about the progress of the service in his personal account, information about the decision and the timing is available there.

At the same time, the Moscow Housing Inspectorate is ready to further improve the procedure for providing services. As a result, the number of Muscovites wishing to agree on the redevelopment is growing all the time. For comparison: in the first half of 2020, inspectors received 6.85 thousand applications, and for the same period in 2021 – almost 16 thousand. Now the Moscow Housing Inspectorate receives more than 600 such applications every week.

If the redevelopment is not legalized, and the neighbors have questions, they can contact the Moscow Housing Inspectorate for verification. So did a resident of house 5, building 1 on Nizhnyaya Maslovka, who doubted the legality of converting a three-room apartment on the ground floor into a cafe and a beauty salon. The owner did not let the inspectors into the premises, but together with the bailiffs they managed to get inside and fix the violation. It turned out that the owner had dismantled the existing ones and erected new interior partitions, and made showcases and two entrance groups from the windows. The Moscow Housing Inspectorate brought the Muscovite to administrative responsibility and obliged him to restore the layout in accordance with the technical documentation. As a result, the dangerous violation was eliminated.

Documents and licenses

Six years ago, a system of licensing control over the companies that manage apartment buildings was created in Moscow. This work was also taken up by the employees of the Moscow Housing Inspection. They conducted 443 qualification exams, issued 4326 qualification certificates and organized 66 licensing commission meetings. 1,398 organizations in the capital received work permits from them.

Since 2019, the state licensing service is also provided via portal… Moscow became the first subject of the Russian Federation, which converted it into electronic form.

In addition, the Moscow Housing Inspectorate controls the formation of funds for capital repairs of apartment buildings. Inspectors work with holders of special accounts for high-rise buildings – the collection rate for them has now reached 100 percent.

And since 2016, the department has been assigning and confirming energy efficiency classes for houses. During this time, work has been carried out in almost 14 thousand buildings.

This is State information system of housing and communal services and portal… For an unscheduled check of legal entities, you must enter your personal account using a verified account portal of public services… Otherwise, according to the law, the department will not be able to conduct an audit and apply administrative measures.
