Anniversary of the August 2008 events in the South Caucasus

 

Thirteen years have passed since the beginning of the military aggression of the Saakashvili regime against the people of South Ossetia and Russian peacekeepers from the Joint Peacekeeping Forces in the zone of the Georgian-South Ossetian conflict. As we all remember, on the night of August 7-8, 2008, by order of the then President of Georgia, the armed forces of this country carried out a massive shelling of settlements in South Ossetia, after which they began an offensive operation with the support of tanks and aircraft. The deliberate nature of the well-planned actions of M.N. Saakashvili was recorded in the report published in 2009 by the International Commission for Investigation of the Causes of the Conflict in the Caucasus, created under the auspices of the European Union.

Russia saved the people of South Ossetia from destruction – at first it stopped the Georgian invasion by conducting an operation to force the aggressor to peace, and then ensured the safety of the citizens of South Ossetia, as well as Abkhazia, recognizing both republics as sovereign independent states on August 26, 2008.

At present, Russia is successfully developing allied cooperation with the Republic of Abkhazia and the Republic of South Ossetia in various fields. It is based on a solid legal framework, consisting of a number of bilateral interstate and interdepartmental treaties and agreements.

Russian-Abkhazian and Russian-South Ossetian cooperation has long become a stabilizing factor in the South Caucasus. The constructive participation of our countries in the International Geneva Discussions on Security and Stability in Transcaucasia is aimed at consolidating the geopolitical realities that have developed in the region. We see the main task of this dialogue format as concluding a legally binding agreement on the non-use of force between Georgia, on the one hand, and Abkhazia and South Ossetia, on the other. This measure is intended to become a reliable guarantee against the non-repetition of Georgian military adventures. The urgency of adopting such a document is growing against the background of the course pursued by the official Tbilisi towards accelerated Euro-Atlantic integration, as well as the involvement of this country in the US and NATO plans to “contain” Moscow.

In Russia, they have never equated the criminal regime of M.N. Saakashvili and the people of Georgia. We are ready to restore relations between our states to the extent that the Georgian side is ready for this. We hope that common sense will prevail in Tbilisi, and our Georgian partners will begin to build relations with neighbors, taking into account the balance of interests.

This fully applies to the external “curators” of Tbilisi. It is high time for them to abandon the unpromising line of “reintegration” of Abkhazia and South Ossetia into Georgia. Instead of churning out theses divorced from reality, as was the case in the recent joint statement of a number of Western countries following the meeting of the UN Security Council in connection with the next anniversary of the events of August 2008, they should encourage Tbilisi to establish and maintain an equal and mutually respectful dialogue with Sukhum and Tskhinvali.

 

On the current situation in Afghanistan

 

The situation in Afghanistan is degrading. This is largely due to the decision of the United States and NATO to delay the complete withdrawal of troops from Afghanistan. As a result, the Taliban have noticeably increased their activity practically throughout the country. In the course of a large-scale summer offensive, they took control of 80 to 100 new counties. In early August, numerous sorties of the group were recorded in the vicinity of large provincial centers in the west of the country (Herat, Kandahar and Lashkargah).

Afghan security forces cannot cope with the onslaught of the Taliban movement, the combat effectiveness of the regular units remains at a low level. There are cases of mass transfer of military personnel to the territory of Uzbekistan and Tajikistan. Local militias are also not effective.

Nevertheless, the Taliban do not have the necessary resources to capture and hold large cities, including the capital of the country, Kabul. Their offensive is gradually beginning to “run out of steam”, the government troops managed to regain the previously lost control over the counties, in particular, in the provinces of Balkh, Kapisa, Ghazni, Parvan, Herat.

Against this background, we continue to seek from all sides in Afghanistan to launch substantive peace talks. To this end, it is planned that the Special Representative of the President of the Russian Federation for Afghanistan, Director of the Second Asia Department of the Russian Foreign Ministry ZN Kabulov will participate in the next meeting of the expanded troika Russia-USA-China-Pakistan in Doha, scheduled for August 11 this year.

 

About the alleged involvement of “Russian hackers” in “malicious” activity in the United States

 

We noted the next stuffing of far-fetched accusations against Russia in committing hacker attacks. This is the result of the so-called. investigations of the Californian company RiskIQ, but the “investigators” have no information about who and how they attack. Quite in the style of the “highley like” construction so familiar to us, which described Russia’s “interference” in all possible processes in the West. Already, representatives of the Biden administration do not tire of repeating that they do not associate attacks on critical infrastructure in the United States with the Russian government, but journalists and the private sector – in defiance of the leadership of their state – continue to play anti-Russian rhetoric out of inertia. I would like to wish the American press new interesting and topical news stories – the story with the imaginary “Russian cyber threat” has clearly exhausted itself.

Against this background, it is gratifying that it is not the authors of such publications, but professionals who have been entrusted to carry out specialized Russian-American interaction in the field of information security. In accordance with the agreements of our leaders reached during the summit in Geneva on June 16 this year, specialized bilateral expert consultations are being held. We hope that contacts within this format will allow us to achieve practical results on the path to restoring a full-scale interagency dialogue with the United States in the spirit of statements by the President of the Russian Federation V.V. Putin dated September 25, 2020 No. We are deeply convinced that the normalization of Russian-American cooperation in this area fully meets the interests of both sides.

 

On the assessments of the French Foreign Ministry of the activities of neo-Nazi groups in Ukraine

 

We drew attention to the recently published response of the Ministry of Europe and Foreign Affairs of France to the request of the French Senator N. Gulet, who personally visited Kiev and was shocked by the rampant neo-Nazism and the dominance of fascist ideology, which has become part of modern Ukrainian realities.

Unfortunately, official Paris took the path of retouching the problem instead of giving a principled assessment of these dangerous phenomena, which became obvious not only in France, but throughout Europe. In an attempt to minimize or rather dismiss them, the French Foreign Ministry stated that the level of popularity and influence of neo-Nazi groups in Ukraine allegedly does not exceed the average European indicators.

This statement is strange. It is hard to imagine that on the streets of French cities processions were organized in honor of the SS Charlemagne division, which consisted of French volunteers, products with its symbols were sold or the work of the Vichy government was glorified. Unfortunately, in Ukraine, such manifestations have become the norm.

Nor is the optimistic assertion by French diplomats that “small groups” of violent extremists in Ukraine have virtually disappeared. Alas, this is far from the case. Today, in front of the eyes of the whole world in Ukraine, there is an open glorification and heroization of Nazi criminals. Radical nationalist ideology becomes the basis for the education of the younger generation. The inhuman crimes committed by extremist groups are not investigated and remain unpunished. The “small groups” of adherents of violent extremism mentioned by the French Foreign Ministry, who have stained themselves with war crimes in the Donbass, are integrating into the power structures of Ukraine.

We are sure that our colleagues at Quet d’Orsay have not forgotten the history of the fascist occupation of France, they remember the feat of the Resistance fighters and the liberation mission of Charles de Gaulle. We hope that the French side, which declares its commitment to human rights, will not turn a blind eye to what is happening in Ukraine, will not shield the nationalist groups operating there and will give a principled assessment of all neo-Nazi manifestations in the common European space.

 

About the “Havana syndrome” of American diplomats in Vienna

 

We drew attention to the reports that have appeared in the American media about the so-called. havana syndrome in American diplomats. According to the publications of the New Yorker magazine, about twenty employees of the US diplomatic mission in the Austrian capital allegedly complain of constant headaches, dizziness and inability to concentrate.

Such stuffing has periodically surfaced in the media for the past five years. It all started in 2016 with complaints from American diplomats in Havana, joined by their colleagues at the Canadian Embassy in Cuba. True, the Canadians soon played back when, following a joint investigation with the Cubans, it became clear that the Caribbean cicadas and the fumigators used to fight mosquitoes were to blame.

But in Washington, with perseverance worthy of better application, the media continue to transmit exaggerated “sensations” about the Russian trace in the malicious influences on the heads of their diplomats, from sound to radio and “energy” waves. Now the American diplomatic mission in Austria is at the epicenter. With anguish, they talk about attacks, the nature of which even the Western special services do not “yet” understand.

In general, Russophobic agitprop continues to produce fakes. We sympathize with our colleagues and wish them health. We believe that it is immoral and lowly to launch anti-Russian speculations, referring to ailments. Fictions about some kind of “psi-rays” are beyond common sense. It is clear that the love of the Western tabloid press for conspiracy theories is ineradicable. We would advise quality media to avoid this shaky field. Otherwise, next time the Russians will have to be blamed for solar eclipses or snowfalls.

There are no limits to such unhealthy fantasies and cannot be seen if Washington propagandists take on them.

 

On the results of the 26th meeting of the Russian-American Pacific Partnership

 

July 27-30 this year took place 26th meeting of the Russian-American Pacific Partnership (RAPP), held in the videoconference format. The forum, created in 1995, once again brought together an impressive number of officials, experts and entrepreneurs from the Russian Far East and the US West.

This year, RAPP will focus on a wide range of issues, including cooperation in trade and investment, energy and energy efficiency, transport, tourism, climate, and culture. Increased attention is paid to the problems of the development of the Arctic with an emphasis on the economic potential and environmental challenges of the Arctic. It was noted that as the ice melts in the Bering Strait region, additional opportunities will open up for cooperation in the field of shipping.

The participants were greatly interested in presentations of the investment climate of the Russian regions of the Far East, as well as the development of direct air and sea communications between the two countries across the Pacific Ocean. An important topic of discussion was the issues of preserving the ethnographic heritage. A preliminary agreement was reached on the resumption of the annual festivals of indigenous peoples “Beringia days”, Of course, after the improvement of the epidemiological situation.

As before, the events of the forum were held in an emphatically friendly atmosphere. This once again confirms the mutual interest and demand for such a unique platform as RAPP, as well as the interest of the parties in solving specific practical tasks that are important for the peoples of both countries. About the XII International Economic Summit “Russia – Islamic World: KazanSummit2021”

 

July 28-30 this year in one of the oldest and most beautiful cities of the Volga region and all of Russia – Kazan – the XII International Economic Summit “Russia – Islamic World: KazanSummit2021” was held.

It brought together representatives of specialized Russian and international organizations, government bodies, leading investors and businessmen, including the top management of Russian and foreign companies. The summit was held within the framework of the Russia-Islamic World Strategic Vision Group, chaired by the President of the Republic of Tatarstan R.N. Minnikhanov.

Thematic meetings were organized on economic and financial cooperation between Russia and Muslim countries, investment projects in the field of medicine, ecology and the UN sustainable development goals, production of the Halal industry and products of the so-called. “Decent Fashion”.

On the sidelines of the Summit, the International Engineering Cluster Forum was held for the first time with an emphasis on the exchange of experience in the field of digitalization of industry, as well as forums of young entrepreneurs and young diplomats of the countries of the Organization of Islamic Cooperation.

The event also included a panel discussion on the topic “Implementation of information cooperation between Russia and Muslim countries.” It was attended by representatives of the Strategic Vision Group, the Russian Ministry of Foreign Affairs, leading Russian media – RT TV channel, TASS, MIA Rossiya Segodnya, as well as the Association of Foreign Correspondents in our country.

During the information session, topical problems of media interaction between Russia and the countries of the Muslim East were discussed, important agreements were reached on intensifying information support for cooperation between Russia and the Islamic world, stimulating contacts through the media of the parties, coordinating steps on important multilateral platforms and forums in resolving issues of freedom words, the rights of journalists, access to information, overcoming the digital divide and other similar stories.

During the Summit, the Russian Foreign Ministry organized a targeted press tour to Kazan for foreign journalists accredited in Moscow, but representing the media of Eastern countries.

In general, the XII International Economic Summit “Russia – Islamic World: KazanSummit2021” was successful and became another clear demonstration of the priority of the Islamic vector of our country’s foreign policy.

 

About the press tour to the Amur Region

 

Today I would like to deviate from the usual standards and announce another press tour for foreign correspondents organized by the Russian Foreign Ministry.

The tour will take place from August 10 to 13 in the Amur region and will be radically different from all previous tours to the Russian regions.

In particular, the journalists will visit the Vostochny cosmodrome, where they will receive comprehensive information from the responsible persons of Roscosmos and the heads of the Launch Service. This is a unique opportunity to assess the scientific and technical potential of our country on the example of an object of one of the most dynamically developing sectors of the economy – the aerospace industry.

In addition to acquaintance with the tourism and economic potential of the region, a significant emphasis will be placed on familiarization with the successes of Russian-Chinese cross-border cooperation. In this regard, the tour program includes a visit to the border bridge over the Amur River in the region of the cities of Blagoveshchensk (RF) – Heihe (PRC).

A meeting with the Governor of the Amur Region V.A. Orlov and representatives of local media is planned.

About the International Youth Forum of Russian Compatriots Living Abroad, “20.20”

 

July 30 this year in Moscow at the House of the Russian Diaspora. AI Solzhenitsyn held the grand opening of the International Youth Forum of Russian Compatriots Living Abroad, “20.20”, which will continue to work until August 6 at the sites of Moscow, Samara and Volgograd. The forum is being held in the current hybrid format. Moreover, over 85 youth representatives from 50 countries are taking part in person. During the Moscow segment of the event, the delegates met with members of the Interdepartmental Council for Youth Affairs under the PKDSP, held business meetings, and discussed the prospects for the work of the Community of Young Compatriots. In addition, within the framework of the rich program of the forum, young representatives of the foreign community managed to exchange experience and establish interaction with Russian youth – peers from various regions of our country.

As part of the cultural and educational component of the event, the forum participants visited the main attractions of the capital of Russia and memorable places of the Great Patriotic War. On August 6, a tour of the iconic historical and memorial complexes of Volgograd will be organized for them, incl. the museum-reserve “Battle of Stalingrad”, which is especially symbolic in the year of the 80th anniversary of the beginning of the Great Patriotic War.

 

Concert “Songs of Unity – Songs of Victory” held in Madrid

 

July 25 this year within the framework of the musical marathon “Songs of Victory”, designed to preserve the memory of the Victory in the Great Patriotic War, in Madrid, on the square in front of the Royal Palace, a festive concert of the famous Russian musical groups “Turetsky Choir” and SOPRANO under the direction of People’s Artist of Russia Mikhail B. Turkish.

The guests of the concert were representatives of Spanish state authorities, political and public circles, members of the diplomatic corps accredited in Spain, Spanish cultural and art workers and, of course, Russian compatriots.
