“Natural disasters continue to spread in the Far East: both floods and fires. The situation is under the special control of the Prime Minister and the President of the Russian Federation. Taking into account the spread of floods and fires, our task is to help the affected people in a short time and in full. It is necessary to change the current rules in order to speed up the restoration of infrastructure, to help people faster. It is necessary to minimize the consequences of emergencies for citizens and economic facilities, ”said Yuri Trutnev, opening the meeting.

As a result of the flood, the territories of four Far Eastern regions were affected: the Amur Region, the Trans-Baikal and Khabarovsk Territories, and the Jewish Autonomous Region. The flooding zone included 145 settlements, 56 municipalities, more than 3 thousand residential buildings, 8.9 thousand household plots and summer cottages, 160 social facilities. More than 950 km of roads, 102 bridges, 7 sections of the railway were damaged. More than 24 thousand people were recognized as victims, more than 1 thousand residential premises were declared unfit for living, 1,871 premises require repair.

More than 80% of the victims received a lump sum payment from the federal budget in the amount of up to 10 thousand rubles. Citizens who have lost essential property, as well as those who have lost their homes, will be allocated material compensation in the amount of 50 thousand rubles and 100 thousand rubles, respectively.

According to the Federal Service for Hydrometeorology and Environmental Monitoring, it is predicted that dangerous marks will be reached and exceeded during the passage of the Amur flood crest on the Amur River within the Jewish Autonomous Region in the second decade of August in certain areas, including Khabarovsk and Komsomolsk-on-Amur. In the Khabarovsk Territory – in the second or third decades of August, in some sections of the Zeya River in the Amur Region – at the end of the first decade of August when the flood displaced from the Selemdzha River. In August-September, the increased activity of typhoon formation will continue with an exit to the south of the Far Eastern Federal District. Therefore, in the south of the Okrug, during this period, prolonged intense rains and showers are not excluded. According to preliminary estimates, high floods will continue to form on the rivers in the south of the Okrug (Zabaikalsky, Primorsky and Khabarovsk Territories, Jewish Autonomous Region, Amur Region), especially in the basins of the Ussuri, Amur and Lake Khanka.

The head of the Russian Ministry of Natural Resources, Alexander Kozlov, reported on the provision of hydrometeorological data to the federal and regional authorities. “We are working closely with all interested departments. The forecast information, which is made by Roshydromet, is promptly transmitted to the National Center for Crisis Management, federal and regional authorities, and they, in turn, to the population, ”he informed.

Yuri Trutnev noted the importance of timely receipt of weather reports and forecasts and instructed the Ministry of Natural Resources, Roshydromet, together with the Ministry of Emergency Situations, to develop a program of interaction during the forecasting of natural hazards, including formulating a detailed forecast of the passage of floods, taking into account the possible consequences for settlements and infrastructure facilities.

During the meeting, the issue of the work of hydraulic structures was discussed. The Ministry of Natural Resources, the Ministry of Energy, together with PJSC RusHydro, were instructed to work out a program for discharging water from reservoirs to smooth the passage of the flood ridge, as well as to formulate a plan for the possible construction of new hydraulic structures.

The head of the region, Alexander Osipov, reported on the situation in the Trans-Baikal Territory. “Transbaikalia suffered very badly: 13 672 people in 48 settlements were flooded, 2.7 thousand houses, 4.3 thousand household plots, 555 km of highways, 71 automobile bridges, 146 social infrastructure facilities, 56 dams and 11 channels. Even the Transsib was blocked for a short time, ”he said.

In the Amur Region, during the flood period, 80 settlements, 1225 residential buildings, in which 4260 people live, including 900 children, 4376 household plots, 11 socially significant objects, fell into the flooding zone in 20 municipalities. 3,653 people were evacuated, of which 1,124 were children. According to the Governor of the Amur Region Vasily Orlov, 152 residential buildings, 1,393 household plots, 40 sections of highways remain flooded. A grouping of forces and means of 785 people, 258 pieces of equipment, including 39 floating crafts, was sent to settlements that are subject to the threat of flooding. 654 people were evacuated (including 267 children). There are 81 people in six temporary accommodation centers (including 31 children). 21 temporary accommodation points have been prepared for deployment. Preventive measures are being taken to protect settlements from flooding – protective dams are being built. Strengthening of 23 dams with a length of more than 26 km was carried out.

The regional emergency regime continues to operate in the Khabarovsk Territory due to the flooding of two settlements of the Verkhnebureinsky municipal district. As a result of the flood, 89 residential buildings in the private sector were flooded, 344 people (including 40 children), 124 household plots, 3 socially significant objects (FAP, school-kindergarten, administration), 6 sections of intra-village roads were damaged, ten road bridges were damaged. As reported by the Acting Governor of the Khabarovsk Territory Mikhail Degtyarev, by August 1, the main work on pumping water, drying houses, clearing and disinfecting the liberated territories, examining damaged housing and property of citizens, accepting applications from victims had been completed.

However, on the night of August 6, there was another sharp rise in water to a mark of 976 cm. Five residential buildings, 25 adjacent plots, 8 sections of intra-village roads were again flooded. For preventive purposes, 42 people were evacuated from Ust-Urgal, including 16 children. Currently, there are no flooding of residential buildings and adjacent territories, residents have returned to their homes. Regional rescuers and firefighters, employees of the Main Directorate of the Ministry of Emergency Situations in the Khabarovsk Territory with a total number of 35 people, 7 pieces of equipment, including 5 boats, work on the spot. The commission examined all 89 residential buildings, from 316 affected citizens applications were accepted for the provision of one-time material assistance and financial assistance for the loss of essential property. Additionally, 107 applications were received from citizens entitled to one-time financial assistance.

In the Jewish Autonomous Region, as a result of a rise in the water level in the Amur River, in 4 municipalities, 3 settlements, 41 household plots, 7 sections of local highways with a total length of 3150 m, 6440.7 hectares of agricultural land were flooded. When a flood passes, flooding is likely in the territory of 5 municipalities (Obluchensky, Oktyabrsky, Leninsky, Smidovichsky, Birobidzhansky districts). As reported by the governor of the Jewish Autonomous Region Rostislav Goldstein, from the beginning of June, a high alert mode was introduced for the governing bodies and forces of the regional RSChS subsystem. To carry out preventive measures in order to minimize the consequences of the flood, the forces of the Ministry of Defense, the Ministry of Emergencies of Russia, and volunteers were involved. A total of 689 people are involved, 103 pieces of equipment. In the region, the slopes of hydraulic structures are being built up and strengthened, dams are being filled up, and inert materials are being brought in. 9 points of temporary accommodation with a total capacity of 926 people are prepared for deployment. In places where roads are flooded, a watch of highly passable equipment and floating equipment has been organized. The supply of drinking water and food has been organized.

First Deputy Minister of Construction and Housing and Communal Services Alexander Lomakin in his report spoke about providing support to citizens whose housing was damaged during the flood, providing citizens with land plots and creating a reserve of house kits. According to him, the regions of the Far Eastern Federal District have submitted to the Ministry of Construction a proposal to increase the cost of overhaul of 1 sq. m of damaged housing as a result of an emergency. The Ministry of Construction proposed to support this proposal of the regions.

Yuri Trutnev instructed the Ministry of Construction and the Ministry of Finance to ensure that funds for the overhaul of residential buildings are brought in, taking into account the proposals of the regions to increase funding. The Ministry of Construction should work out the possibility of creating a reserve of house kits for the prompt construction of housing for the victims.

We paid attention to the organization of work to prevent the spread of fire and extinguish forest fires in the Republic of Sakha (Yakutia). In the central part of the region, June became the hottest and the second in terms of precipitation deficit for the entire one and a half century period of observation. In the region, 69 forest fires are being extinguished with a total area of ​​1.3 million hectares covered by fire. In total, since the beginning of the fire hazard period, 423 fires have been extinguished on an area of ​​906.3 thousand hectares. This is one and a half times more in number and 11 times more in terms of area than the same indicators of the last year (288 fires / 82.8 thousand hectares).

As the head of the republic, Aisen Nikolaev, noted, a massive outbreak of forest fires in the territory of Yakutia reached its peak on July 13, when 324 fires were active in the region at the same time. Now their number has almost halved – to 178. “Without exaggeration, thanks to the selfless work of forest fire units, the Ministry of Emergency Situations, the Ministry of Defense, the local population, it was possible to prevent the transfer of fire to 46 settlements in 16 districts,” he said.

Separately, the situation of a breakthrough of fire through the eastern outskirts of the settlement of the village of Byas-Kyyol in the Gorny region was considered, where 39 buildings, 58 outbuildings and 2 objects of unfinished construction were destroyed. For preventive purposes, 211 people were resettled in advance to their relatives and friends, no one was killed or injured. A regional emergency regime has been introduced in the republic. Affected residents from the regional budget were paid a one-time allowance of 30 thousand rubles for the urgent needs of each family member, material assistance in the amount of up to 20 thousand rubles will be provided, 18 children aged 8 to 17 years were sent to rest in the All-Russian children’s center “Orlyonok ”, 7 elderly victims were sent to the republican social and health center for complex rehabilitation of disabled people in Yakutsk.

Yuri Trutnev instructed the Ministry of Emergency Situations, the Ministry of Natural Resources and the Federal Forestry Agency to update the standards for fire zones near settlements in order to ensure the protection of residents and infrastructure from fires and to achieve their strict observance in the regions of the Far Eastern Federal District.

On behalf of the Deputy Prime Minister, the Far Eastern regions will assess the adequacy of the existing reserves of special equipment and fuels and lubricants for extinguishing forest fires. Rosrezerv and the Ministry of Emergency Situations, together with the Far Eastern regions, were instructed to present an analysis of the available resources to provide for the population affected by fires and floods.

The Ministry for the Development of the Russian Far East was instructed to work out the issue of additional allocation of funds within the framework of the Far East unified subsidy for the purchase of special equipment for regions affected by floods and fires.

The Ministry of Emergency Situations and the Ministry of Finance were instructed, together with the Far Eastern regions, to work out proposals for improving the procedure for compensating citizens for damage caused by natural phenomena.

The Ministry of Agriculture, the Ministry of Economy and the Ministry of Finance have been instructed to ensure the provision of compensation to agricultural producers and victims of emergency situations.

“We need to do everything necessary so that people receive the necessary assistance in a timely manner and in full. So that roads are repaired on time, bridges and other infrastructure are restored. Each ministry and department should clearly understand its responsibility, and people should know when all the restoration work will be completed, ”summed up Yuri Trutnev.
