The introduction of the Digital Analytical Platform into trial operation was discussed at a meeting chaired by Deputy Prime Minister Dmitry Chernyshenko, which was held at the Government Coordination Center. The meeting was attended by the Minister of Digital Development, Communications and Mass Media Maksut Shadayev, the head of Rosstat Pavel Malkov, representatives of the Ministry of Economic Development and other federal authorities.

Deputy Prime Minister Dmitry Chernyshenko noted the importance of simplifying the procedures for submitting statistical reports and increasing the efficiency of calculating the final indicators. “The digital analytical platform has been developed based on user needs, which means it should help businesses and government bodies make key socio-economic and business decisions,” said Dmitry Chernyshenko. – It is necessary to get rid of duplication of statistical forms and indicators that are collected by various departments. It is also important to understand how the information already collected is used, whether it is in demand or is simply stored on archive shelves. Ultimately, the development of the platform will reduce the burden on business and will become a new step in the integration of Russian statistics into the digital state. “

“For small businesses, there are more than a hundred different official statistical forms, and this is without taking into account other types of reporting. It is necessary to understand what part of the collected information can be obtained from administrative data, and the rest can be reduced to unified formats. The issue of excessive reporting load is relevant not only for private business, but also for government organizations. The system needs to be simplified, ”the head of Rosstat emphasized.

The Deputy Prime Minister noted that Rosstat actively worked with users of statistical information and respondents when creating the platform, which made it possible to take into account their wishes and make the platform’s functionality as convenient as possible for the real sector of the economy.

“Rosstat held a number of meetings with representatives of the expert community and business. Meetings of the Scientific and Methodological Council and the Public Council under Rosstat are held on a regular basis. We have studied our consumer and now we know which data needs to be published in tables, which to upload to EMISS, and which to distribute in social networks. Rosstat never knew its target audience as well as it does now, ”added Pavel Malkov.

In his speech, the head of Rosstat also noted that the basic components of a digital analytical platform have already been developed, which make it possible to create an interdepartmental statistical accounting system. According to the head of Rosstat, this will improve the quality of data and reduce the administrative burden on business due to their one-time submission to statistics bodies and multiple use of statistical indicators by various ministries and departments.

As a result of the meeting, a number of decisions were made on the development of the system. In particular, the Ministry of Digital Industry will provide Rosstat with the resources of the state unified cloud space for storing data, and a number of ministries and departments will take part in the implementation of pilot projects based on the DAC in the second half of 2021. The possibility of integrating the platform with the portal of public services is also being considered, which will make it easier for respondents to provide reporting.
