“According to our calculations, the implementation of the outlined plans will provide comfortable service for more than 40% of the country’s population,” said the head of the military department.

The head of the Main Organizational and Mobilization Directorate (GOMU) of the Russian Defense Ministry, Colonel-General Yevgeny Burdinsky, speaking at a conference call, said that in 2023 military enlistment offices will be equipped with modern technical means.

“The Russian Ministry of Defense is planning to equip military commissariats with modern automation equipment, telecommunications and communication channels; it is planned to complete this work in 2023,” said the head of the GOMU of the Russian Ministry of Defense.

According to Colonel-General Yevgeny Burdinsky, more than 30% of institutions are already equipped with modern automated systems for mobilization deployment, 98% with a military registration system, and all military enlistment offices with complexes for psychodiagnostic examination of citizens. Moreover, three quarters have access to the Internet through the confidential channels of the Ministry of Defense of the Russian Federation. Full completion of the equipment is planned for 2023.

At the same time, the head of the GOMU of the Ministry of Defense of Russia noted that work with the help of all these technical means is only in a closed circuit, which is due to the nature of the information being processed.

“Functioning in a closed circuit objectively imposes a number of restrictions on interaction with the population through information systems of regional and state services, as well as with information systems of federal and regional government bodies. As a result, the need for repeated appeals of citizens to the military registration and enlistment offices and a long wait by them for the receipt of the necessary information in paper form from local governments and other organizations, ”noted Yevgeny Burdinsky.

He added that this state of affairs requires adjustment, the adoption of a number of organizational and technological measures.

The head of the GOMU of the Ministry of Defense of Russia also reported that the Armed Forces contain 83 military commissariats of the constituent entities of the Russian Federation and 1382 military commissariats of municipalities, which are territorial bodies of the Ministry of Defense of the Russian Federation

“In order to transform military commissariats into convenient multifunctional institutions, a model agreement has been developed on the interaction of the Ministry of Defense with the constituent entities of the Russian Federation, aimed at the availability of services, including remotely, as well as giving them a modern look. A key element of this agreement is the digitization of their processes using the technical resources of the constituent entities of the Russian Federation, interdepartmental electronic inquiries, regional portals of state services and military enlistment offices, ”said Colonel-General Yevgeny Burdinsky at a conference call.

As examples that clearly confirm the need for such transformations, he cited several facts. In particular, today it takes more than a month and a half to form the personal files of citizens subject to the initial military registration.

For this, information is summarized on paper from local governments, educational institutions and organizations that operate residential premises. Supplemented with information coming from the registry office, internal affairs and medical institutions.

“Having organized information exchange with the regional structures of the Ministry of Health, the Ministry of Education, the internal affairs bodies, DOSAAF and the registry office through the information systems of the constituent entities of the Russian Federation, personal files confirmed by an electronic digital signature can be formed in less than a week. Thus, it will be possible to reduce the time interval for receiving the corresponding service by more than ten times, ”said the head of the GOMU of the Russian Ministry of Defense.

Evgeny Burdinsky emphasized that the implementation of these approaches will expand the list of services and services provided by the regions in digital form, as well as increase the level of citizens’ satisfaction with the quality of these services.

“It is proposed to place information and reference pages on the activities of military commissariats on the portals of state authorities of the constituent entities of the Russian Federation, which will increase the attendance of these portals, increase the level of awareness of citizens about the activities of the authorities and, as a result, the index of public confidence,” said the head of the GOMU.

As a positive example, he cited the Moscow region, which is a leader in the digital transformation of military enlistment offices, as well as Tatarstan, which has repeatedly become the winner of the competition among the constituent entities of the Russian Federation for the best pre-conscription training. In these regions, such sections have already been created and function effectively, Yevgeny Burdinsky said.

Continuing the conference call, the Minister of Defense also proposed holding an All-Russian training camp on the basis of the Moscow Region, at which to discuss issues related to the modernization of military commissariats.

“The task for the Main Organizational and Mobilization Directorate is: when you deem it necessary and possible, I consider it right to hold an all-Russian training camp on this topic on the basis of, say, the Moscow Region, when they have something to show. So that we can replicate programs and software products that they create throughout the country. This is important here as an example, ”said Sergei Shoigu.

On behalf of the head of the military department, the National Defense Control Center of the Russian Federation prepared albums with photographs and information on the state of each military enlistment office.

“I asked to take photographs and certificates for each military enlistment office. In parallel, show the objects, let’s say, federal – how they look like these federal objects. These are the Pension Fund, the employment service and, in some places, Sberbank buildings. It should be a modern, convenient, comfortable institution, ”the head of the military department set the task.

In addition, the Minister of Defense proposed that the heads of the Russian regions conclude agreements within two months for the implementation of a large project to introduce modern digital technologies in military registration and enlistment offices.

“To implement such a large-scale project, I propose to consolidate the efforts of the Ministry of Defense and the constituent entities of the Russian Federation and conclude appropriate agreements within the next two months,” the head of the military department said.

Such agreements, according to Sergei Shoigu, have already been signed with more than ten regions of the Russian Federation.

“As the discussion showed, the main efforts should be focused on introducing modern digital technologies into the daily activities of military enlistment offices. Work in this direction is designed to improve the quality of implementation of the tasks facing the institutions. Such work is already underway in the Moscow region, ”added the Minister of Defense.

The head of the military department also set the task of the General Staff of the RF Armed Forces until December of this year, together with the leadership of the Russian regions, to develop a program for the introduction of digital technologies into the activities of military commissariats.

“Throughout the country – this is an instruction to the Main Organizational and Mobilization Directorate, all its employees, together with the constituent entities of the Russian Federation – such a program should be prepared by the end of the year, and from next year it should start working,” Sergei Shoigu said.

At the same time, the Minister of Defense noted that this program should include not only digitalization, which is in the first place.

“It is necessary to include putting things in order there. There should be a budget for this program – what is the part of the federal budget, that is, the Ministry of Defense, what is the part of the budgets of the constituent entities of the Russian Federation. Naturally, I would like us to take into account the funds that we transfer there – how they will affect or will affect the quality of the implementation of this program of ours, ”said the head of the military department.

Sergei Shoigu noted that if this work is done by the end of November, the program for the next year can be approved at the end of the year – in December.

“I repeat once again, there should be all our goals indicated in terms of deadlines and money. That is, there should be no unsolved questions – questions that have no answers, ”the Minister of Defense emphasized.

He added that the introduction of modern digital technologies is the most important and most important task.

“And here I would like this process to take place not spontaneously and episodically in our country. It is not necessary to make a “campaign” out of this. To do this, it is necessary to prepare, on the basis of all agreements between the Ministry of Defense and the regions, a clear and intelligible plan: who, when and what work will do. And, moreover, to back it up – who and what finances are directed to this work, ”the head of the military department said.

Then, he continued, it is necessary to set goals: what is supposed to be done in connection with the implementation of this program in 2022–2023, what we want to achieve.

“To achieve the speed of implementation of the services that the commissariats should provide to the population, as it was shown on the slides of the Moscow region. How much and how much time we reduce to receive these certificates. How much, in this regard, we can optimize the work of military commissariats so that people have the opportunity to receive any document, any certificate from their mobile phone or by e-mail, ”added Sergei Shoigu.

Summing up the results of the meeting, the Minister of Defense appealed to the leaders of the Russian regions with a proposal to continue supporting the Yunarmi movement.
