The initiator of the annual tournament in memory of the dead employees, which has been held since 2016, is the Federal Penitentiary Service of Russia in St. Petersburg and the Leningrad Region, the Public Patriotic Movement “Forever Alive”. In order to improve the status of the competition in 2021, the city government decided to rename the competition to the Governor’s Cup of St. Petersburg.

The opening ceremony of the all-Russian competition was attended by Vice-Governor of St. Petersburg Valery Pikalev, Hero of Russia Alexei Makhotin, Head of the Federal Penitentiary Service of Russia for St. Petersburg and the Leningrad Region Igor Potapenko, public and political figure Sergei Stepashin, relatives of employees who died in the line of duty , veterans of special forces, as well as employees of power structures of Russia and neighboring countries.

Competitions in shooting from military weapons are held from 18 to 23 August on the basis of the sports shooting complex “Nevsky”. This year the tournament is held in a new status: it is included in the unified plan of the Ministry of Sports of the Russian Federation, which gives the right to assign sports categories to participants. A total of 43 teams take part in the competition.

Competitions are held in several stages and include singles, group, day and night exercises. The main tests for the participants will be: shooting from cover and without, providing medical assistance, transferring the wounded in difficult conditions, repelling a conditional attack, releasing hostages and neutralizing terrorists, demonstrating physical fitness, meeting shooting standards, overcoming an obstacle course. The daytime competition will turn into nighttime shooting.
