1. Deputy Prime Minister of the Russian Federation – curators of federal districts proceed from the following key goals of socio-economic development of the constituent entities of the Russian Federation and federal districts:

growth in the output of goods and services by basic types of economic activity in the constituent entities of the Russian Federation;

growth of incomes of the population;

growth in the volume of investments in fixed assets (excluding budget funds);

growth in the number of employed.

2. The Deputy Chairmen of the Government of the Russian Federation – the curators of federal districts, together with the supreme executive bodies of state power of the constituent entities of the Russian Federation, shall determine no more than five projects (being implemented or planned for implementation) for each constituent entity of the Russian Federation included in the supervised federal district, aimed at socio-economic development of territories and influencing the growth of indicators specified in paragraph 1 of this protocol, with proposals for the image of the result as of January 1, 2024 and January 1, 2030.

Deadline – November 1, 2021.

3. Deputy Prime Minister of the Russian Federation – curators of federal districts, together with the supreme executive bodies of state power of the constituent entities of the Russian Federation, determine up to five key issues for each constituent entity of the Russian Federation included in the supervised federal district, the solution of which will have the greatest positive impact on the dynamics of the indicators specified in paragraph 1 of this protocol, with proposals for a solution and an image of the result as of January 1, 2024.

Deadline – November 1, 2021.

4. The Ministry of Economic Development of Russia (MG Reshetnikov) to update the methods of preparing strategic planning documents developed at the level of the constituent entities of the Russian Federation, ensuring their linkage with documents being developed at the federal level aimed at achieving the national development goals of the Russian Federation.

Deadline – November 1, 2021.

5. Create in the Coordination Center of the Government of the Russian Federation a project office for monitoring the socio-economic development of the constituent entities of the Russian Federation.

Deputy Prime Minister of the Russian Federation D.N. Chernyshenko, Deputy Prime Minister of the Russian Federation – Chief of Staff of the Government of the Russian Federation D.Yu. Grigorenko submit proposals on the number, functionality and financial support of the relevant project office.
