By 2024, Russia plans to produce at least 25 thousand electric vehicles and open more than 9 thousand charging stations for them. Such indicators are fixed in the Concept for the development of production and use of electric motor transport, approved by the Prime Minister Mikhail Mishustin.
The document formulates the priority tasks for the emerging industry. Among them are the development of the production base, the building up of technological competencies, the introduction of fundamentally new products to the market and the creation of a modern engineering and transport infrastructure.
The need to improve the regulatory environment is also highlighted. In particular, it is planned to develop a procedure for the design of parking spaces for electric vehicles, to update a number of technical regulations and documents in the field of standardization.
The most important area of work is to support the production of electric vehicles and stimulate demand for them. Such vehicles, for example, will be included in concessional lending and leasing programs, and from next year it is planned to launch an experiment on the free passage of electric vehicles on toll roads. In addition, subsidies for co-financing the costs associated with the construction of plants, as well as special investment contracts (SPIC), will be available to manufacturers of electric vehicles and batteries.
Producers of hydrogen fuel cells will be able to count on similar support. A complete list of activities aimed at developing this sub-sector will be presented within three months.
A necessary condition for more active use of electric transport is the creation of an extensive network of chargers. For this, in the fall, the Government will determine the list of territories where the formation of such an infrastructure will begin. Also, rules for granting subsidies for the opening of stations will be adopted.
The concept is implemented in two stages. Based on the results of the first (until 2024), the basis for the mass production of electric vehicles will be prepared. According to the results of the second (2025–2030), their output should reach 10% of the total production of vehicles in the country. All in all, as expected, during the formation of the new industry, at least 39 thousand highly productive jobs will be created.
The adopted document will help create conditions for the production and use of electric vehicles in Russia, and will allow domestic manufacturers to occupy their niche in the global market.
