Dmitry Chernyshenko opened the plenary session of the Congress “Strategic Leadership and Artificial Intelligence Technologies” within the framework of the scientific and business program of the International Military-Technical Forum “Army-2021” with the report “Artificial Intelligence – the Main Technology of the XXI Century”.

“The modern world is inseparable from artificial intelligence. This is due to the colossal complexity of the technological and economic systems that support our lives. Artificial intelligence helps overcome this challenge. Allows you to simultaneously optimize millions of parameters of various processes. For Russia, the development of artificial intelligence is a priority task, and the synchronization of plans between different centers of competence will lead us to technological leadership, ”the Deputy Prime Minister began his speech.

Dmitry Chernyshenko expressed confidence that the Russian Federation has significant potential to become one of the international leaders in the development and use of artificial intelligence technologies.

“We have a high level of basic physics and mathematics education, a strong natural science school, and competencies in the field of modeling and programming. Russia is one of the ten leading countries in terms of the number of scientific publications in physics, mathematics, and chemistry. The country has formed an active and constantly growing community of data processing specialists using artificial intelligence – about 10 thousand people. These are more than 400 promising companies specializing in developments in the field of artificial intelligence, ”said Dmitry Chernyshenko.

The Deputy Prime Minister noted the importance of using artificial intelligence technologies in public administration. According to Dmitry Chernyshenko, such measures can increase the efficiency of planning, forecasting and managerial decision-making processes, the quality of the provision of state and municipal services, as well as reduce the cost of their provision. “At the end of 2020, a series of strategic sessions dedicated to the digital transformation of federal executive authorities was held at the Analytical Center under the Government. As part of the sessions, portfolios of initiatives for the introduction of digital technologies in government bodies, including intelligent solutions, were formed. As a result of the work, over 40 departmental digital transformation programs have been developed. Most of these include artificial intelligence projects. A preliminary estimate of the effect of initiatives related to the use of artificial intelligence is more than 3 trillion rubles. The greatest effect is expected in the spheres of healthcare and transport, ”the Deputy Prime Minister said.

He also spoke about the activities to create an artificial intelligence infrastructure, which are being implemented within the framework of the federal project “Artificial Intelligence” of the national program “Digital Economy”. “The federal project combines measures to support the development of promising AI technologies and the formation of a strong community of specialists in the field of machine learning. So, by 2024, universities will have about 10 bachelor’s programs and 40 master’s programs in the areas of artificial intelligence. About 1200 start-ups will receive grants, and for the development of science, it is planned to open research centers in priority branches of artificial intelligence, ”said Dmitry Chernyshenko.

The Deputy Prime Minister called the development of science a driver for the widespread introduction of artificial intelligence. By the end of 2021, six research centers will be launched on the basis of leading institutes, which will be engaged in development and research in priority areas of artificial intelligence.

The head of the Ministry of Education and Science Valery Falkov said that military universities will take part in the program of state support for universities “Priority-2030”.

“For the first time, a military university, founded by the Ministry of Defense, is participating in the competition for the program of state support for universities. We are building a strategic partnership with the Ministry of Defense not only in the framework of science and education, but also in education. Today we are actively working together to create military training centers in classical Russian universities, ”the minister said.

The Army-2021 Forum is held from 22 to 28 August in the Patriot military-patriotic park of culture and recreation of the Armed Forces of the Russian Federation, at the Kubinka airfield and the Alabino training ground, as well as in all military districts and in the Northern Fleet. Within the framework of the events, exhibition expositions, demonstration and scientific and business programs are provided.
