Within the framework of the scientific and business program of the International Military-Technical Forum “ARMY-2021”, under the leadership of Lieutenant General Alexander Vladimirovich Sergeantov, Deputy Chief of the Military Academy of the General Staff of the Armed Forces of the Russian Federation for scientific work, a round table was held on the territory of the Patriot Park on strategic deterrence in modern conditions.
It was attended by Advisor to the Minister of Defense of the Russian Federation Andrei Ilnitsky, Head of the Center for Military Strategic Studies of the Military Academy of the General Staff of the Armed Forces of the Russian Federation Major General Alexander Smolovy, Deputy Scientific Director of the Higher School of Economics, Academician of the Russian Academy of Sciences Andrei Kokoshin, Director of FSUE ” Russian Federal Nuclear Center – All-Russian Research Institute of Experimental Physics ”Valentin Kostyukov, representatives of federal executive authorities, military administration, research organizations and higher educational institutions.
The relevance of the topic of the round table is due to the formation of new approaches to strategic containment and ensuring strategic stability in the context of growing tensions around the Russian Federation and in the world, under the influence of “hybrid” dangers and threats, which in the future may serve as a source of aggravation of international relations. In these conditions, the actions of the executive authorities in strategic deterrence in all spheres are of exceptional importance for ensuring the national security of the Russian Federation.
During the event, the expert community widely discussed the priority areas of containing threats by the active use of non-military measures relying on military force.
During the opening of the event, Lieutenant General Alexander Serzhantov determined the direction of the discussed issues of ensuring the national security of the Russian Federation in the context of the formation of a new architecture of interstate relations. Particular attention in the opening remarks was paid to the transformation of strategic deterrence in the new realities, to the “hybrid” nature of threats, including in the political, informational and economic spheres. The round table is a continuation of a number of events carried out by the Military Academy of the General Staff to address an urgent task – justification development of military and non-military measures of strategic containment and prevention of military conflicts.
The discussion of the round table program began with a report by the head of the Center for Military Strategic Studies of the Military Academy of the General Staff of the Armed Forces of the Russian Federation, Major General Alexander Smolovoy, where the main directions were identified that require detailed discussion during the discussion. It was noted that the development of the theory of strategic deterrence against the background of “information”, “hybrid”, “mental”, and “cognitive” influences is aimed at countering dangers and threats, and in general in the interests of ensuring the national security of the Russian Federation and strategic stability in the world in modern conditions and for the future.
The business atmosphere of the forum was conducive to scientific and creative discussion. Many issues were actively discussed by the forum participants during the break and at the end of the round table.
As a result of the joint work of representatives of various organizations, the list of urgent threats and challenges to the national security of the Russian Federation was refined. During the discussion, the directions for improving non-military measures of strategic deterrence were identified, while it is noted that at present, military force remains one of the arguments for resolving existing contradictions. The participants of the round table assign a special role to the need to consolidate the efforts of all state and non-state institutions of the Russian Federation to ensure the security and defense of the country.
As a result of the round table, the importance of implementing proposals for improving the strategic deterrence system was noted, which will subsequently be reflected in the guidance documents for ensuring the defense of the Russian Federation.
