Question: Sergey Sergeyevich, you have already said that the academic year will begin in full-time format. Tell us if the traditional festive lines for September 1 will be held, whether the entire infrastructure is ready and whether any significant changes are planned in the school curriculum.
S. Kravtsov: The education system is completely ready for the start of the new academic year. It will really start in face-to-face format. And where possible, traditional lineups will be organized. It all depends on the situation in a particular constituent entity of the Russian Federation, and the final decision is made by the regional headquarters. But in the country as a whole, according to the information that we have, the festive events and lines will be held to the maximum.
This year, 39 thousand schools will enroll 17 million students. This is slightly more than it was in the last academic year – by about 300 thousand schoolchildren. About 2 million of them are first graders.
I want to emphasize that we will never switch to distance learning, to distance technologies, as the President of the country spoke about this repeatedly, in particular at the Presidium of the State Council, which took place last week. Distance learning is a compulsory measure, but it is very important to comply with all the established requirements of Rospotrebnadzor, which ensure the safety of the health of students, parents and teachers. The extent to which these requirements are met will determine how the situation will develop further. We hope that the situation will develop in a positive direction. Once again I appeal to all school directors, heads of educational authorities, teachers: strictly follow the recommendations of Rospotrebnadzor, which provide maximum protection. This is, first of all, equipping schools and using hygiene products, antiseptics, non-contact thermometry and other activities. We have checked every educational institution, every school, kindergarten in terms of fire safety. All educational institutions have been tested and meet all the requirements.
In accordance with the instructions of the President, another 1,300 new, modern schools will be built by 2025. This will allow us to exclude the third shift and minimize the second shift.
Also, from this academic year, programs for organizing educational work in educational institutions, kindergartens, and institutions of secondary vocational education will begin to be implemented. Their task is to involve schoolchildren as much as possible in a positive agenda, going to theaters and museums.
A large-scale project “Pushkinskaya Karta” will begin to be implemented in support of the organization of educational work. Also in 10 regions there will be new positions for the director’s advisors for educational work, who were trained at the International Center “Artek”. Their task will be to organize circles in schools, theater, sports sections, conduct various other events that will help students develop, reveal the talents of each student, so that it is interesting at school.
Starting from the new school year, we will spread the practice of raising the national flag in schools. There should be no formalism here. We are sure that this will be a good practice, in many regions it already exists, and the students themselves want and want to participate in the flag raising ceremony.
Also, this academic year, federal state educational standards will be implemented, which were adopted last academic year in accordance with the instructions of the President. Specific content of education, minimum content of education for primary and general education have been added to the standards. Today, the Ministry of Education is preparing appropriate work programs for teachers, which teachers can use in accordance with the adopted law on education. And by doing so, we are strengthening the common educational space of our country, which the President also spoke about at a meeting of the State Council.
Another important change is the departure from the concept of “service” in the work of a teacher. In accordance with the instructions of the President, we have already prepared the necessary amendments to the law on education. As soon as a new State Duma is elected, we will send these changes to the State Duma.
In the coming year, I want to wish all students success in their studies, in revealing their talents. And I want to once again appeal to my parents: we will do our best to ensure that the academic year is full-time.
Question: Before the start of the new academic year, the Ministry of Education traditionally announces five open directions for the topics of the final essay that graduates write in December. Sergei Sergeevich, can you now voice these topics?
S. Kravtsov: Indeed, just last week, the Council under the Ministry of Education on the issue of the final essay for 11th grade students … Let me remind you that the essay is admission to participation in the Unified State Exam. This is the revival of a good tradition, which was also in Soviet times.
The topics for this academic year are as follows.
The first topic is “A person traveling. The road in human life ”.
The next topic is more relevant than ever in the Year of Science and Technology: “Civilization and technology – salvation, challenge or tragedy?”
The third theme is connected with the 200th anniversary of the birth of the great writer Fyodor Mikhailovich Dostoevsky and reads as follows: “Crime and Punishment: an eternal theme.”
The fourth direction is the topic that each graduate considers important for himself personally. It is formulated as follows: “Book, music, play, film about me.”
And finally, the fifth theme is connected with our great poet Nikolai Alekseevich Nekrasov. This year also marks the 200th anniversary of his birth. The theme sounds according to the title of his poem: “Who lives well in Russia?”
Thus, five directions of the composition of this academic year have been approved, they will be published today on the website of the Ministry of Education.
