Resolution of August 30, 2021 No. 1446

The regions will have more incentives to create and develop special economic zones (SEZ). Now, due to federal support, they will be able to reimburse the costs of capital repairs of infrastructure facilities located in such territories. The decree on this was signed by the Chairman of the Government Mikhail Mishustin.

Also, the deadline for state support to compensate for regional expenses for the creation, modernization and reconstruction of infrastructure facilities of technoparks, industrial parks and special economic zones has been increased from 5 to 15 years. Earlier, eight regions – the Republics of Tatarstan and Komi, Voronezh, Sverdlovsk, Omsk, Ivanovsk, Penza and Ulyanovsk regions – applied to the Government with a request to expand opportunities for supporting industrial infrastructure.

The new measures will help reduce the financial burden on regional budgets and will contribute to the development of the territories.

Special economic zones are created for the development of the manufacturing industry, high-tech industries, tourism and port infrastructure. Accommodation in the SEZ gives business a number of advantages. First of all – well-established infrastructure and communications. It is also about minimizing administrative barriers, tax benefits and customs preferences.

Industrial parks and technoparks are prepared infrastructure facilities for the location of industrial production. Now in Russia there are already 245 such territories, and another 122 are at the stage of creation.
