All war veterans and participants in the defense of the capital will also receive financial assistance.
Sergei Sobyanin visited the front-line soldier Boris Pavlovich Utkin and presented the veteran with a badge “80 years of the battle for Moscow.” The Mayor of Moscow announced this in his blog.
“In the fall of 1941, an artillery school cadet Boris Utkin fought near Volokolamsk. He took part in the legendary parade on Red Square. Together with his comrades, he traveled from Moscow to Vienna. In peacetime he gave over 50 years to serve in the ranks of the armed forces. And today the veteran is still in the ranks. Boris Petrovich is a member of the lecture group of the Moscow City Council of Veterans and, to the best of his ability, participates in the patriotic education of young people, ”wrote Sergei Sobyanin.
More than 1,100 veterans – participants in the greatest battle of the Great Patriotic War, will be awarded the badge “80 years of the battle for Moscow” in the near future. The presentation of the badge will begin in mid-September.
In memory of the feat of the defenders of Moscow
The commemorative breastplate “80 years of the battle for Moscow” was established by the Moscow Government to commemorate the 80th anniversary of the beginning of the Soviet counteroffensive in the battle of Moscow and in memory of the heroic deeds of the participants in the defense of the city.
On behalf of the Mayor and the Moscow Government, a commemorative sign is presented to persons awarded the medal “For the Defense of Moscow”; servicemen who were directly involved in the defense of Moscow from October 19, 1941 to April 20, 1942; persons who continuously worked at enterprises, organizations and institutions of the city of Moscow in the period from July 22, 1941 to January 25, 1942.
The commemorative badge is planned to be given to 1136 veterans. Of these, 759 people live in Moscow, 300 – in the constituent entities of the Russian Federation and 77 – in foreign states.
In Moscow, their presentation will be organized by the city Department of Labor and Social Protection of the Population together with the prefectures of the administrative districts of the city, in other regions of Russia – by the state authorities of the constituent entities of the Russian Federation, and in foreign countries – by the embassies and consulates of Russia.
The sketch of the commemorative badge “80 years of the Battle of Moscow” was developed with the participation of the Heraldic Council of the city. It is made of gold-colored metal, has the shape of a circle with a diameter of 32 millimeters with a convex rim on both sides.
On the front side of the memorial sign there is a relief image of a line of Soviet soldiers going into the attack with rifles in their hands with bayonets attached, and three tanks against the background of the Kremlin wall with the Spasskaya Tower, the flag of the USSR, three planes flying over them in the upper part and inscriptions in two lines : “Battle for Moscow”. A laurel branch is depicted in the lower part. On the reverse side in the center there is an inscription in relief letters in four lines: “80 years of memory and glory! 1941–2021 “.
How financially help the participants in the defense of Moscow
In August of this year, the Moscow Government approved an action plan to organize the celebration of the 80th anniversary of the beginning of the Soviet counteroffensive against the Nazi army in the battle near the capital.
Thus, measures are envisaged to improve the socio-economic living conditions of veterans. It is planned to provide them with a one-time financial assistance in the amount of 20 thousand rubles. Veterans registered in Moscow of the following categories are eligible to receive payments:
– invalids and participants of the Great Patriotic War;
– participants in the defense of Moscow, including persons awarded the medal “For the Defense of Moscow”;
– persons entitled to benefits in accordance with the order of the Mayor of Moscow dated November 2, 1994 No. 545-RM “On the provision of benefits to participants in the defense of Moscow during the Great Patriotic War”, from among those who continuously worked at enterprises, organizations and institutions of Moscow, military service, students of trade, railway schools and schools of factory training in Moscow in the period from July 22, 1941 to January 25, 1942;
– participants in the construction of defensive lines near Moscow.
The payments are planned to be made in November 2021.
The quality of social services for veterans will also be improved, including the provision of such popular services as nursing service, “Sanatorium at home”, “Panic button” system.
As a matter of priority, veterans are provided with vouchers for rehabilitation at the Nikolsky Park boarding house, the Social and Rehabilitation Center for War and Armed Forces Veterans.
Much attention is paid to the provision of targeted social assistance: the repair of apartments, the purchase of household appliances, the provision of material assistance in difficult life situations.
Memorial events are also planned. Among them – the laying of wreaths and flowers at the Tomb of the Unknown Soldier in the Alexander Garden, at the monument to Marshal of the Soviet Union G.K. Zhukov at Manezhnaya Square. A memorial sign of the 21st division of the people’s volunteer corps of the Kievsky district of Moscow and a monument “Shoulder to shoulder” to the militias of the Rostokinsky district will be unveiled.
In addition, the formation of an archive of photo and video memoirs of the participants in the battle for Moscow continues. The city educational project “In memory of the feat of the people’s militia of Moscow”, dedicated to the 80th anniversary of the formation of divisions of the people’s militia, is being implemented.
