Deputy Prime Minister Dmitry Chernyshenko held a meeting with the heads of digital transformation of federal executive authorities and regions of Russia. It was also attended by the Minister of Digital Development, Communications and Mass Media Maktsut Shadayev.
The main topics of the meeting were the implementation by the regions of the plan to transfer socially significant public services to electronic format. Also, the Deputy Prime Minister instructed the Ministry of Digital Affairs to think over a motivation system for leaders of digital transformation in the constituent entities.
As Dmitry Chernyshenko noted, 101 public services should be completely transferred to electronic format by the end of the year.
“Let me remind all regions and federal executive authorities that we are working on transferring public services into electronic form on behalf of the President and in the interests of the country’s citizens. By the end of 2022, all mass socially significant services should be provided in digital format. The Ministry of Digital Development has drawn up a transfer plan, and we are monitoring the monthly dynamics of this work in the context of all subjects. In August, the launch of the first stage digital services started. Thus, an opportunity has been created for the provision of 51 more services in electronic format. At the moment, the regions are actively connecting them to a single portal of public services. Within the framework of the second stage, which will start in October, it will be possible to provide 25 regional and municipal services in “digital”, we will connect the same number from December within the third stage, ”added Dmitry Chernyshenko.
Deputy Minister of Digital Development Oleg Kachanov outlined the leading regions and those who do not keep up with the transfer schedule: and the Kaluga region. The lowest activity is in the Arkhangelsk, Irkutsk, Magadan regions, the republics of Altai and Karelia, North Ossetia – Alania and a number of others. They have connected only one interactive form each ”.
As a result of the meeting, the regions were instructed to quickly eliminate the backlog in the schedule and ensure the provision of 51 public services in electronic form by October 1. Until October 5, it is necessary to organize the connection of the second stage of public services and until December 1 – the third.
Federal executive bodies have been instructed to send methodological recommendations to help the subjects on the transfer of municipal socially significant services to digital format.
