By October 15, the relevant ministries will analyze the best experience of the regions in order to reduce the time and cost of connecting to communications, as well as reduce the number of required documents.

First Deputy Prime Minister Andrey Belousov held a meeting on improving the set of investment rules of the Regional Investment Standard.

Andrey Belousov instructed to analyze the experience of the regions: for what time frame and at what cost in different regions they connect to the infrastructure, how much documents are needed for this and how many procedures must be completed.

Until September 25, the relevant ministries will analyze how business is connected to communications in different regions, in five areas of the set of investment rules: energy supply, water supply and sanitation, obtaining land plots, building permits and commissioning the facility.

The same work will be done by October 15 on issues of gas and heat supply, access to road infrastructure, registration of ownership of the facility put into operation and support measures.

The meeting was attended by representatives of the ministries of economic development, transport, construction and housing and communal services, energy and the Federal Service for State Registration, Cadastre and Cartography.

The set of investment rules – the optimal algorithm for connecting to the infrastructure – is part of the Regional Investment Standard.

In each region, a headquarters will be created under the new rules to resolve operational issues of investors – the Investment Development Agency. An investment committee will appear to solve the most significant problems of the investor. An investment declaration with guarantees from the governors will be approved. A new investment map will appear with data on infrastructure, resources, tariffs and support measures. A register of investment projects will be formed, which will record all project commitments.
