The capital plans to toughen the liability for motorists and motorcyclists for breaking the silence at night. Sergei Sobyanin announced this in my blog.

“Today I introduced to the Moscow City Duma a package of amendments to the Moscow and federal legislation on increasing responsibility for violating peace and quiet at night. Unfortunately, the problem is well known to residents of many districts of Moscow. I was repeatedly asked to take measures to put an end to this, ”the Moscow Mayor wrote.

Thus, it was proposed to prohibit the use of cars and motorcycles with fully or partially modified mufflers in the capital if they disturb the peace and quiet of residents at night. Such vehicles can be detained and placed in a special parking lot. They will remain there until the muffler is returned to normal mode.

For a deliberate violation of the silence, the fine for motorists can be increased 10 times – up to five thousand rubles. If the engine power of a passenger car exceeds 200 horsepower, then the penalty will be even greater: for every 10 horsepower, 250 rubles will be added. For example, the driver of a car with an engine capacity of 400 horsepower will have to pay 10 thousand rubles. For motorcycles, the progressive penalty will start at 50 horsepower, for trucks – at 250 horsepower.

They intend to fine for violation of silence automatically with the help of cameras for photo-video recording of violations, equipped with special devices – sound level meters. As the Mayor of Moscow specified, this will ensure consistency in bringing to responsibility and the inevitability of punishment.

“I hope that the deputies of the federal and city parliaments will support us and promptly adopt laws that will return Muscovites the right to a quiet rest at night,” added Sergei Sobyanin.
