From the opening remarks of Mikhail Mishustin at the Government meeting on September 9, 2021

The introduced moratorium will affect about 100 thousand small businesses. In this case, a number of exceptions will be made. The measure will not apply to facilities that may pose a potential danger to human life, organizations operating on the basis of licenses, and enterprises using nuclear energy.

“The moratorium will relieve the business of unnecessary workload, will allow companies not to be distracted by inspections and recover faster,” Mikhail Mishustin said on meeting of the Government on September 9.

The document will be published.
