But of course, the greatest speed of modernization, innovation, change was achieved during a pandemic, ”said the Moscow Mayor.
According to him, in general, in recent years, the healthcare sector has undergone the most profound transformation: the legislation and the financing system have been changed. The impetus for the development of this area was the national projects and the pandemic. During the peak incidence of coronavirus, in addition to 30 thousand inpatient hospital beds, another 25 thousand were promptly deployed, modern CT centers were equipped on the basis of Moscow polyclinics, a call center with thousands of employees and a unified disease control system was created.
“What can be called an innovation is that we have been creating good, not just any, but first-class hospitals in a shopping center, in an exhibition hall, in a sports complex within a month. Moreover, they were equipped with equipment, a digital system, which even in many hospitals does not exist. Provided the appropriate staff of doctors, nurses, assistants, – said Sergei Sobyanin. “We have created telemedicine, intelligent systems for diagnosing COVID-19 – all this took a year and a half, most of it was done even in some months.”
In addition to the fight against coronavirus, during the peaks of the pandemic, the modernization of polyclinics, their transfer to a new standard, as well as work on the digitalization of healthcare did not stop.
“Today, two million diagnoses have already been made in our clinics using artificial intelligence prompts. And this is during a pandemic. And today, the digital system of polyclinics and the development of a unified medical information system are proceeding at a pace that we never dreamed of in previous years, ”the Moscow Mayor emphasized.
Six large oncological centers with modern laboratories have been created in the city, a connection has been established between oncological dispensaries and the outpatient department, and a network of oncological assistants has been created, who guide the patient from the first signs of the disease to the end of all complex procedures and rehabilitation. The same system is used to build a system of care for patients with cardiovascular diseases.
The system of rendering public services has also radically changed in recent years. This year, almost 90 percent of all social services were transferred to electronic form, the number of documents that must be submitted to residents has decreased. A specialized center has also been created to help young people find employment, parents with many children and those who have been looking for work for a long time. Residents can receive psychological support and re-profiling.
“In just a year and a half, a quarter of a million people were employed. And today, of course, not only thanks to these measures to restore the economy, unemployment in Moscow has dropped to almost the pre-crisis level, ”said Sergei Sobyanin.
The complexities of the pandemic also helped Muscovites themselves to change: to become more responsive, to learn to take care of loved ones.
“The number of volunteers and people willing to help was simply enormous. People joined this work with understanding and at the risk for themselves, for their health. I want to say a huge thank you to all Muscovites who provided assistance during this period of time. And of course, to those who professionally in their duty, risking their lives, their health, saved hundreds of thousands of lives, ”concluded the Mayor of Moscow.
Valentina Matvienko, Chairman of the Federation Council of the Federal Assembly of the Russian Federation, thanked the Moscow Government and Sergei Sobyanin for the great work in preparing the forum and implementing social initiatives.
“In recent years, Moscow has acquired a unique and successful experience of innovative solutions to a variety of social problems. And those creative and bold approaches that are being introduced in the capital can now be effectively transferred to other regions, ”said Valentina Matvienko.
According to her, Moscow was able not only to quickly organize assistance to patients with coronavirus at the beginning of the pandemic, but also to create the most comfortable conditions for mass vaccination.
“This most clearly shows the attention with which Moscow treats health care issues, the development of the social sphere in general, being the undisputed leader of Russia. To you personally, Sergei Semenovich, huge words of gratitude for such a respectful attitude towards Muscovites, for the fact that you are building Moscow, first of all, convenient and comfortable for people, ”added the Chairman of the Federation Council.
Sergei Sobyanin presented Valentina Matvienko with the exhibition of the IV Forum of Social Innovation of the Regions. Together with the Minister of Labor and Social Protection of Russia Anton Kotyakov and the Governor of the Moscow Region Andrei Vorobyov, they examined the stands of the Moscow Digital Space, the capital’s My Documents centers, the city’s health and social support systems.
The IV Forum of Social Innovations of the Regions is being held in Moscow from 9 to 11 September. More than 50 events are planned for three days.
