Deputy Prime Minister Dmitry Chernyshenko and Plenipotentiary Representative of the President in the Volga Federal District Igor Komarov held a videoconference meeting on social and economic development with the heads of the Volga Federal District.
Dmitry Chernyshenko spoke about the basic principles of supervising, approved by Prime Minister Mikhail Mishustin.
Igor Komarov said: “We immediately entered into working interaction, because we see a very promising platform for constructive discussion of topical issues of regional development, emerging problems, and most importantly – their prompt solution.”
The Plenipotentiary Representative of the President also described the socio-economic situation in the district. According to Igor Komarov, the Volga Federal District has a differentiated structure of the economy, which makes it possible for sustainable development even in the face of negative trends in the domestic or foreign markets.
The Deputy Prime Minister noted that it is important to promptly identify five breakthrough projects for each region, the implementation of which will have the greatest positive impact on their socio-economic development, and formulate proposals for synchronizing regional development strategies with national goals, state programs and key initiatives.
“We have a fairly tight deadline. By November 1, it is necessary to report to the Prime Minister on the timing of the approval of the initiatives. Therefore, we must consider them by mid-October. I ask all regional leaders to develop a roadmap for their regions within five days, and by September 18 we will prepare a consolidated roadmap. I would like to note that each project we have designated, the implementation of which will be facilitated by Igor Anatolyevich Komarov and myself, must work to resolve the most pressing issues and ensure the growth of efficiency indicators. And we plan to further scale the most successful of them to neighboring regions. We definitely don’t need empty projects or repackaged ones – it’s important to get the dynamics and maximum positive effect for the regions at the expense of federal assistance. I am convinced that we need to rely on feedback from citizens, business, and the scientific community both in the formation and implementation of projects. I emphasize that the curator for the heads of the regions is an assistant in resolving issues in the interests of the citizens of the district, ”said Dmitry Chernyshenko.
The Deputy Prime Minister also presented a draft regional monitoring system, which is now being created on the basis of the Coordination Center. It will include key performance indicators, a list of priority regional projects and the status of their implementation, as well as key issues to be addressed.
“This is a single and intuitive dashboard that combines the main tools of the Coordination Center. These are monitoring of national targets, national projects in the regional context, risk assessment and analytics based on primary data, incident management. Without fail, all projects will include an analysis of feedback from citizens. Over the next month, it is necessary to fill the system with data from all regions in order to further track the dynamics of socio-economic development, ”Dmitry Chernyshenko stressed.
The heads of the regions thanked the Deputy Prime Minister for the help that is already being provided within the framework of the supervision program, and noted that only with the support of the federal center and the plenipotentiary representative of the President in the Volga Federal District, it will be possible to achieve a breakthrough development of the regions and republics. In particular, the head of the Republic of Bashkortostan, Radiy Khabirov, noted: “We were waiting with great hope for the emergence of the institution of securing curators in the rank of deputy prime ministers. For us, this will really be a serious support in further actions. I will dwell on the most important projects that will further determine the main directions of the republic’s development, they are in the context of your activities. First of all, this is the Eurasian Scientific and Educational Center, as well as the creation of the Ufa University of Science and Technology. The heads of the Volga Federal District regions voiced the problems and, together with Dmitry Chernyshenko and Igor Komarov, discussed ways to solve them. So, according to the head of the Chuvash Republic Oleg Nikolaev, all areas of the program of social and economic development of the Chuvash Republic are in demand by business entities and the population. In this regard, Oleg Nikolaev proposed to provide additional funding for IPSED in the amount of 300 million rubles for a new direction – digitalization activities, primarily of the industries that are involved in its implementation.
Governor of the Nizhny Novgorod Region Gleb Nikitin noted the key projects of the region, including the special economic zone “Kulibin”. “Now with the Ministry of Economic Development we are working on the issue of its expansion,” said Gleb Nikitin. The Governor stressed that one of the main tasks is the development of transport infrastructure, primarily the construction of new roads and interchanges.
During the meeting, the issue of rising prices for building materials was raised. Recall that on behalf of the President of the country Vladimir Putin, the Russian Government adopted a resolution that regulates the mechanism for recalculating the value of contracts in connection with the rise in the cost of work. The Governor of the Samara Region Dmitry Azarov suggested using these support measures not only in the construction of facilities within the framework of national projects, but also on the principles of public-private partnership.
Following the meeting, Dmitry Chernyshenko instructed to create 14 working groups by the number of regions of the Volga Federal District, numbering five to seven people. They will be led by the heads of the subjects. The working groups should diagnose the regional development agenda, show the target image of the region until 2030 with an intermediate stop in 2024, and propose a list of breakthrough projects.
Meetings on socio-economic development are planned to be held every two weeks. The first regions of the Volga Federal District, which will present their projects to Dmitry Chernyshenko and Igor Komarov, will be Tatarstan, Bashkortostan, Samara and Nizhny Novgorod regions.
