The introduction of innovative solutions was made possible by a single digital healthcare platform in Moscow.
The main innovations in the social sphere of Moscow are a personalized approach to human health, proactivity, healthcare going beyond medical institutions, close interaction of social structures, as well as openness of information and processes. About this on IV Forum of Social Innovation of the Regions told Anastasia Rakova, Deputy Mayor of Moscow for Social Development.
“Digitalization should create a new technological order and conditions for implementation in the medicine of the future. It should be personified, predictive, and its main participant, the patient, should be motivated. Personalization and prediction are not possible without the clinical context of the patient. This is a very painstaking work, which assumes that for each person, on the basis of well-structured data, it is necessary to develop a model that reflects the state of his body, physiological and biological processes occurring in him, ”the deputy mayor said.
Over the past years, the metropolitan health care has made significant progress in the direction of personalization and predictiveness of medicine. These principles are the basis for the electronic medical record of a Muscovite, which is maintained for 15 million patients. Also, for a year and a half in Moscow, children’s medical records have been digitized. By the end of this year, the Moscow healthcare system will have data on two million young Muscovites. Information is entered into the card from the moment of their birth.
“Customer focus in healthcare, a proactive approach will remain cool, but unrealizable dreams of the public health system, if we do not change the technology of a doctor’s work – today he has no time for all these beautiful ideas, so business processes in institutions need to be changed, revised, canceled unnecessary documents. We are actively moving in this direction, ”Anastasia Rakova emphasized.
At the same time, the main potential of digital transformation, she said, lies in the development of digital clinical services. So, the system of support for making medical decisions, which was introduced in the capital’s adult polyclinics, made it possible to form more than 400 thousand directions for research and make more than two million preliminary diagnoses using artificial intelligence.
An innovative solution was the expansion of public health services beyond medical institutions: the opening of Healthy Moscow pavilions in parks, the organization of mass vaccination against coronavirus in the largest centers of attraction: Luzhniki, Gostiny Dvor and other public spaces, as well as the creation of reserve hospitals.
The next area of work is individual contact and the ability to constantly communicate with the patient. Muscovites are systematically informed about the need to check their health, get vaccinated and other important opportunities for maintaining health.
“The most important thing is complete transparency of the entire medical system, which motivates, stimulates, makes it more controllable and responsible,” Anastasia Rakova emphasized.
Another innovative solution is the close interaction of the health care system with other social structures. The functions of administrators in polyclinics and oncologic dispensaries were transferred to employees of the centers of public services “My Documents”, who remove non-medical tasks from medical workers. An experiment has also begun in Moscow, within the framework of which social workers will provide patients and their relatives with psychological, organizational and social support in hospitals.
The implementation of these innovative solutions was made possible by a single digital healthcare platform, which was developed by the capital’s social development complex together with Department of Information Technology… The platform provides various services for doctors and patients, simplifying their interaction and improving the quality of research and treatment.
