Deputy Prime Minister Tatyana Golikova and Presidential Aide Andrei Fursenko held a meeting of the Council for the implementation of the Federal Scientific and Technical Program for the Development of Genetic Technologies for 2019-2027. The agenda includes the progress of the program in 2021, its staffing and material and technical support.
Since 2019, within the framework of the program, three world-class centers for genomic research have been created and operate. The program defines four areas: biosafety and technological independence; genetic technologies for the development of agriculture and industry; genetic technologies for medicine; genetic technologies for microbiology.
“The budget provides 10.3 billion rubles for the implementation of the program in 2021, including 1.3 billion rubles for the development of three centers for genomic research in 2021,” said Tatyana Golikova. – The third quarter is already ending, and we need to understand what we are approaching the end of this year with, what results we have already achieved over the past period, what additional decisions need to be made in order for the implementation of the program to be as effective as possible, keeping within the key indicators and time frames. It is important to re-evaluate the results we have obtained and the tasks that we still have to solve in order for the result to be timely and significant for the development of genetic technologies in our country. “
One of the key issues of the meeting was grant support for bioresource collections and research programs conducted by the Russian Ministry of Education and Science on a competitive basis, aimed at solving major world-class applied problems and creating leading research teams in the field of genetic technologies. A total of 128 applications from 35 regions of 8 federal districts of the country were submitted for the competition. It is planned to support the development of 15 bioresource collections and 25 research programs. The total amount of financing will be more than 10 billion rubles.
“Support for the development of bioresource collections is implemented on the principles of network interaction between collections of scientific and educational organizations, which in the future will be able to unite into large bioresource centers. This is the first time this kind of support for collections throughout the country is carried out, this will increase their availability and demand. Special attention will be paid to research programs aimed at ensuring global leadership and solving fundamentally new world-class problems, ”said Minister of Science and Higher Education Valery Falkov.
For the first time, projects based on the principles of citizen science will be implemented on a systematic basis.
The meeting participants also discussed the preliminary results of the work of three world-class genomic research centers. In particular, the centers have decoded the genomes of agricultural crops, created digital passports for 1.5 thousand strains of microorganisms, tested enzymes against one of the most resistant strains of pathogenic bacteria – Staphylococcus aureus, and developed a prototype of a technology for treating Duchenne myodystrophy. The Ministry of Education and Science together with the Ministry of Industry and Trade, the Ministry of Healthcare, the Ministry of Agriculture, Rospotrebnadzor, Rosselkhoznadzor, FMBA, Rospatent, NRC “Kurchatov Institute”, centers and other interested federal executive authorities create conditions for the introduction of the results of the centers’ work into industrial production.
For technical support of the industry, the Ministry of Education and Science will support projects to create domestic equipment for the field of genetic technologies. In addition, the Ministry of Industry and Trade is working on introducing a minimum mandatory share of purchases of Russian equipment in the field of genetics and consumables for it.
