The draft document is aimed at protecting and ensuring the stability of the national currency, which is one of the main functions of the Bank of Russia in accordance with the Constitution and the Federal Law “On the Central Bank of the Russian Federation (Bank of Russia)”. The Bank of Russia ensures the stability of the national currency by maintaining price stability, including for the formation of conditions for balanced and sustainable economic growth, which is the main goal of monetary policy and means persistently low inflation.

3. On the draft federal law “On the federal budget for 2022 and for the planning period 2023 and 2024”

In 2022–2024, federal budget revenues are projected to grow in nominal terms to RUB 25,021.9 billion in 2022, RUB 25,540.2 billion in 2023 and RUB 25,831.8 billion in 2024. Expenditures are planned at 23,610.2 billion rubles in 2022, 25,105.5 billion rubles in 2023 and 26,147.1 billion rubles in 2024.

4. On the draft federal law “On the budget of the Federal Fund of Compulsory Medical Insurance for 2022 and for the planning period 2023 and 2024” and “On Amendments to the Federal Law” On Compulsory Medical Insurance in the Russian Federation “

The bill provides for the approval of the main parameters of the budget of the Federal Mandatory Health Insurance Fund for 2022 and for the planning period of 2023 and 2024. The fund’s budget revenues are projected at 2,779.2 billion rubles in 2022, 2,925.7 billion rubles in 2023 and 3,086.3 billion rubles in 2024. The fund’s budget expenditures are projected in 2022 in the amount of 2801.1 billion rubles, in 2023 – 2951.1 billion rubles, in 2024 – 3120.3 billion rubles.

5. On the draft federal law “On Amendments to Article 1 of the Federal Law” On the Minimum Wage “”

The bill is aimed at guaranteeing in 2022 the minimum wage not lower than the subsistence minimum of the working-age population as a whole in the Russian Federation.

6. On the draft federal law “On insurance rates for compulsory social insurance against industrial accidents and occupational diseases for 2022 and for the planning period of 2023 and 2024”

The bill is aimed at establishing insurance rates for compulsory social insurance against industrial accidents and occupational diseases for 2022 and for the planning period of 2023 and 2024, differentiated by occupational risk classes.

7. On the draft federal laws “On the budget of the Pension Fund of the Russian Federation for 2022 and for the planning period of 2023 and 2024” and “On amendments to certain legislative acts of the Russian Federation”

The bill provides for the approval of the main characteristics of the Pension Fund budget for 2022 and for the planning period of 2023 and 2024. The fund’s budget revenues for 2022 are projected at 10,032.5 billion rubles, for 2023 – 10,592 billion rubles, for 2024 – 11,074.7 billion rubles. The budget expenditures of the fund for 2022 are planned in the amount of 10,154.85 billion rubles, for 2023 – 10,573.8 billion rubles, for 2024 – 11,167.4 billion rubles. This bill was formed taking into account the bill “On Amendments to Certain Legislative Acts of the Russian Federation” considered in the package with it, which provides for the transfer of powers to the Pension Fund of the Russian Federation to make certain benefits and other payments (state benefits to citizens with children who are not subject to compulsory social insurance in the event of temporary disability and in connection with maternity, payments to disabled people of insurance premiums compensation under a compulsory insurance agreement, etc.), the provision of which to citizens is currently carried out by the regions and Rostrud at the expense of the federal budget. Funds for the implementation of this bill are provided in the bill on the PFR budget in the form of an interbudgetary transfer from the federal budget.

8. On the draft federal law “On the budget of the Social Insurance Fund of the Russian Federation for 2022 and for the planning period of 2023 and 2024”

The bill approves the main characteristics of the budget of the Social Insurance Fund of the Russian Federation for 2022 and for the planning period of 2023 and 2024, in accordance with which:

– budget revenues of the fund are projected in 2022 in the total amount of 988,156.5 million rubles, in 2023 – 1,054,630.6 million rubles, in 2024 – 1,125,444.4 million rubles;

– budget expenditures of the fund are projected in 2022 in the amount of 944,117.9 million rubles, in 2023 – 1,011,922.0 million rubles, in 2024 – 1,076,178.7 million rubles.

9. On amendments to the distribution of subsidies provided from the federal budget to the budgets of individual constituent entities of the Russian Federation for co-financing the expenditure obligations of constituent entities of the Russian Federation arising from the implementation of regional projects providing for the creation of additional places in the constituent entities of the Russian Federation in general educational organizations in connection with an increase in the number of students, caused by the demographic factor, approved by the order of the Government of the Russian Federation dated July 9, 2021 No. 1868-r

The adoption of the draft decree will allow to ensure the construction of at least 1.3 thousand schools by the end of 2024 (with a cumulative total from 2019) as part of the implementation of the national project “Education” with the involvement of extra-budgetary funds.
